MEMORANDUM OF UNDERSTANDING (MOU) FOR ACADEMIC COLLABORATION BETWEEN DEVELOPMENT ACADEMY OF THE PHILIPPINES (DAP), PHILIPPINES AND ECOLE NATIONALE D'ADMINISTRATION (ENA), FRANCE

Whereas the Development Academy of the Philippines (hereinafter referred to as DAP), presently located in Manila, Philippines and the Ecole Nationale d'Administration (hereinafter referred to as ENA), located in Strasbourg, France, share the idea that academic exchange and cooperation would benefit both institutions and would enhance their development;

Whereas both institutions wish to seek areas of common intellectual interest and potential collaboration;

Therefore, DAP and ENA have reached an understanding in order to promote collaboration between the two institutions designed to enrich the intellectual environment of both institutions and to provide opportunities for contact and exchange among individuals that would lead to fostering mutual understanding and collaboration.

  1. The participants regard the following forms of cooperation in particular as desirable and feasible:
  1. Identify opportunities for academic exchange and collaboration;
  2.        
  3. Mutual assistance in the preparation of seminars, conferences and workshops;
  4.        
  5. Facilitate the reception of authorized officials from each institution in order to develop cooperative mechanisms and to expand areas of cooperation; and,
  6.        
  7.  Identify opportunities for other forms of cooperation.           
  1. Both institutes decide that detailed terms and conditions that would ensue in pursuing the activity identified above will be separately determined and agreed upon by the two participants.
       
  2.            
  3. This MOU will take effect from the date it is signed by the representatives of the two participants. It will remain valid for a period of five (5) years, and may be continued thereafter after suitable review and agreement.
               
  4.            
  5. Either participant may terminate the MOU by giving written notice to the other participant six months in advance. Once terminated, neither participant will be responsible for any losses, financial or otherwise, which the other participant may suffer. However, both participants will ensure that all activities in progress are allowed to complete successfully
