MEMORANDUM OF UNDERSTANDING (MOU) ON THE ESTABLISHMENT OF A POLITICAL CONSULTATIONS MECHANISM BETWEEN THE DEPARTMENT OF FOREIGN AFFAIRS OF THE REPUBLIC OF THE PHILIPPINES AND THE MINISTRY OF FOREIGN AND EUROPEAN AFFAIRS OF THE SLOVAK REPUBLIC

PREAMBLE


The Department of Foreign Affairs of the Republic of the Philippines and the Ministry of Foreign and European Affairs of the Slovak Republic, hereinafter referred to as the "Participants",

With a view to further enhancing the friendly relations and deepening the cooperation already existing between the Republic of the Philippines and Slovak Republic and to give new dimensions to this cooperation,

Have reached the following understanding:

PARAGRAPH I
Frequency and Venue of Consultations

The Participants will hold political consultations every two (2) years or at any time mutually convenient to both Participants to review their bilateral relations and to exchange views on regional and international issues of common interest.

  1. The consultations will be carried out alternately in Manila and Bratislava. The consultations may also take place in a third country on the occasion of an international conference or meeting where both Participants are present. During such an international conference or meeting, the Participants will also seek the possibilities of cooperation on issues of common interest for the two countries.

  3. The agenda, date and venue of the consultations as well as the composition of the delegations will be agreed upon by the Participants through diplomatic channels.

  5.  The Participants will bear their respective expenses for participation in the meetings, including round trip transportation to the meeting place and accommodations, and the host Participant will provide the necessary office facilities for holding the consultation

    PARAGRAPH II
      Composition of Delegations

    The Delegations., conducting political consultations, will be presided over by deputy ministers or other high-ranking officials of both the Department of Foreign Affairs of the Republic of the Philippines and the Ministry of Foreign and European Affairs of the Slovak Republic.

    PARAGRAPH III
    Scope of Cooperation

    At the consultation meetings, the Participants will review and evaluate developments in the political, economic, consular, cultural, technological and scientific areas of bilateral relations and other areas of common interest and an exchange of views to further enhance these relations will be held. The Participants will exchange views on international and regional issues and developments of common concern, and when necessary, discuss bilateral cooperation in regional or international matters.

    PARAGRAPH IV
    Status

    This MOU is not intended to create any legally binding obligation under international law. It will not in any way affect the obligations of each State under international treaties to which that State is a party.

    PARAGRAPH V
    Final Provisions

       
    1. This Memorandum of Understanding will come into effect on the date of the signature.     
    2.  
    3. This Memorandum of Understanding will remain in effect for a period of five (5) years and will be extended for the same period unless one of the Participants officially notified the other of its desire to suspend or terminate this Memorandum of Understanding six (6) months prior to its intended date of expiration. Unless otherwise agreed upon by the Participants, its suspension or termination should not prejudice the completion of projects initiated under this Memorandum of Understanding.

    5. Any amendment or revision of the text of this Memorandum of Understanding will be done in writing by mutual consent of the Participants, through diplomatic channels. Such amendment or revision will come into effect with the provision of paragraph 1 of this Paragraph.
