MEMORANDUM OF UNDERSTANDING ON POLITICAL CONSULTATIONS BETWEEN THE DEPARTMENT OF FOREIGN AFFAIRS OF THE REPUBLIC OF THE PHILIPPINES AND THE MINISTRY OF FOREIGN AFFAIRS OF THE REPUBLIC OF KAZAKHSTAN

The Department of Foreign Affairs of the Republic of the Philippines and the Ministry of Foreign Affairs of the Republic of Kazakhstan (hereinafter referred to as the "Participants"),

Guided by the principles of sovereign equality of states;

Aspiring to further develop the friendly relations between the Republic of the Philippines and the Republic of Kazakhstan in accordance with the principles enshrined in the provisions of the Charter of the United Nations;

Considering as important consultations and exchange of opinions at different levels on matters of bilateral relations and international issues of mutual interest; and

Wishing to establish and further facilitate mutually beneficial cooperation;

Have expressed the following understanding;

The purpose of the Memorandum of Understanding (MOU) is to promote cooperation and implementation of joint activities as may be mutually agreed upon, through diplomatic channels.

  1. The Participants will establish and hold regular consultations on bilateral relations and international issues of mutual interest.
  2. The Participants will mutually determine and agree on the dates, venue, level of representation, and agenda of each round of consultations, which may be held alternately in Manila and Astana.
  3. By mutual agreement, expert working groups may be formed to consider specific or urgent matters.
  4. The Consultations may also take place in a third state on the occasion of an international conference or meeting participated by both Participants. The Participants may also decide to hold consultations through: their Permanent Representatives to the United Nations in New York or at any other international organization.

The MOU is not intended to create any legally binding obligations under international law. It will not, in any way, affect the obligations of each state under international treaties to which that state is a party.

The MOU will come into effect on the date of signature. This MOU will remain in effect for a period of five (5) years, and will be automatically extended for a similar period. It may be suspended, or terminated upon 60 days written notice by either participant.

Done at New York this 27th day of September 2013 in duplicate, each in English language.
