MEMORANDUM OF UNDERSTANDING FOR COOPERATION BETWEEN THE FOREIGN SERVICE INSTITUTE OF THE DEPARTMENT OF FOREIGN AFFAIRS OF THE REPUBLIC OF THE PHILIPPINES AND THE DIPLOMACY ACADEMY OF THE MINISTRY OF FOREIGN AFFAIRS OF THE REPUBLIC OF TURKEY

The Foreign Service Institute of the Republic of the Philippines and the Diplomacy Academy of the Ministry of Foreign Affairs of the Republic of Turkey hereinafter referred to as "The Parties," desirous to establish and further develop mutual cooperation for the training in the field of diplomacy and the exchange of international law, diplomatic law and other academic disciplines that are relevant for the practice of diplomacy and international relations, be they political, economic, cultural, financial or other, have agreed to sign the present Memorandum as follows:

ARTICLE I

The Parties will maintain an active exchange of information about their respective study programmes and other relevant academic activities that the respective Parties administer.

ARTICLE II

The Parties will encourage the exchange of lecturers, professors, experts and researchers in the areas of interest of both Parties. Likewise, they will explore the possibility of carrying out exchange visits by leaders and scholars of both Parties, and short-term training programs for young diplomats.

ARTICLE III

The Parties will consult each other through their respective Embassies on the possibilities of jointly organizing courses and seminars in Manila or Ankara.

ARTICLE IV

The Parties will foster the exchange of publications and other materials of common interest.

ARTICLE V

The Parties will establish a mechanism for the exchange of information related to activities of mutual interest, taking into consideration their participation in regional or international meetings which involve the interest of both parties.

ARTICLE VI

Each party will fulfill its commitments undertaken by this Memorandum in conformity with the legislation of their respective countries. This Memorandum shall not constitute or be interpreted as an international agreement between the States of the Parties. No provision of this Memorandum shall be interpreted and implemented as creating legal rights or commitments for the States of the Parties.

ARTICLE VII

This Memorandum of Understanding shall enter into force on the date of its signing and shall remain in force for a period of three (3) years, automatically extended for a similar period of three (3) years, unless terminated by either of the Parties by giving a written notice of 90 days prior to the date of termination of the Memorandum through diplomatic channels. The termination of this Memorandum of Understanding does not imply the suspension of ongoing projects unless the Parties decide to do so.

ARTICLE VIII

This Memorandum of Understanding may be amended by mutual written agreement of the Parties.

In witness whereof, the undersigned being duly authorized by their respective Governments, have signed this Memorandum of Understanding.

Done in Manila, on this 28th day of March 2014, in two originals, each in English and Turkish languages, both texts being equally authentic. In case of any divergence in the interpretation, the English text shall prevail,
