MEMORANDUM OF UNDERSTANDING BETWEEN THE DEPARTMENT OF FOREIGN AFFAIRS OF THE REPUBLIC OF THE PHILIPPINES AND THE MINISTRY OF FOREIGN AFFAIRS OF THE KINGDOM OF BAHRAIN ON BILATERAL CONSULTATIONS

The Department of Foreign Affairs of the Republic of the Philippines and the Ministry of Foreign Affairs of the Kingdom of Bahrain, (hereinafter referred to as "Sides"), Wishing to strengthen the existing relations between the two countries; Convinced that a sincere, constructive dialogue on all aspects of bilateral relations, as well as on regional and global topics, will contribute to the enhancement of their international relations;

Have reached the following understandings:

1. The two Sides will establish regular consultations at the Ministerial level or at the level of senior officials designated by the Ministries.

2. (a) The consultations will be held, in principle; once a year or when necessary, alternately in Manila or Manama, or between the two sides' Permanent Missions to International Organizations or delegations to International Conferences.

(b) The date, venue and agenda of the consultations will be determined prior to each meeting through diplomatic channels on the initiative of either Side.

(c) Each Side will bear in their respective expenses for participation in each consultation meeting, including round-trip transportation to the country in which they are held, as well as accommodation expenses. The host country will provide necessary office and meeting facilities, and local transportation.

3.At the consultation meetings, the two Sides will review and evaluate developments in political, economic, commercial, consular, cultural and other areas of bilateral relations and exchange views to further enhance these relations. The two Sides will also exchange views on international and regional issues and developments of common interest or concern, and, when necessary, discuss bilateral cooperation in regional or international matters.

4. The contents and conclusions of the consultations will not be made public, unless otherwise agreed by both Sides.

5. The two Sides may establish working groups or meetings of experts in specific areas of common interest.

6. This Memorandum of Understanding may be amended by mutual written consent of the two Sides. Such amendment will come into effect in accordance with Item 7.

7. This Memorandum will come into effect on the date of signing, will remain valid for a period of five (5) years, and will be renewed automatically for successive five year periods unless either Ministry notifies the other in writing of an intention to terminate the Memorandum at least six months prior to the date of expiry.
