MEMORANDUM OF UNDERSTANDING ON POLITICAL CONSULTATIONS BETWEEN THE DEPARTMENT OF FOREIGN AFFAIRS OF THE REPUBLIC OF THE PHILIPPINES AND THE MINISTRY OF FOREIGN AFFAIRS OF THE UNITED ARAB EMIRATES

The Department of Foreign Affairs of the Republic of the Philippines and the Ministry of Foreign Affairs of the United Arab Emirates, hereinafter referred to as "The Parties";

Expressing their wish to strengthen the existing bilateral relation and cooperation through a mechanism on political consultations.

Recognizing the importance of coordinating on regional and international issues of common interest between the two Parties;

On the adherence of the two Parties to the principals and aims envisaged in the Charter of the United Nations, as well as international law,

Have reached the following understanding:

Article 1

The Parties will hold consultations on bilateral issues and exchange views on regional and international issues of common interest on a regular basis.

Article 2

The consultations will be held in Abu Dhabi and Manila alternately. The consultations may also be held within the margins of international conferences and meetings.

Article 3

By the prior consent of the Parties, the consultations will be held on the level of Secretary/Undersecretary/Assistant Secretary in the case of the Republic of the Philippines and Ministers, Under Secretary, Minister Assistance and Specific Directors in the case of the United Arab Emirates.

Article 4

The Parties will prepare and approve the agenda of the consultations in advance through diplomatic channels.

Article 5

This Memorandum of Understanding shall not create any legally binding obligation for Parties.

Article 6

The substance and results of the consultations shall not be published, unless the two sides agree to this effect.

Article 7

The Memorandum of Understanding shall enter into force on the date of signature, and will be valid for a period of five years. It will be automatically renewed for same periods unless either Party notifies the other, through diplomatic channels, of its intention to terminate this Memorandum of Understanding. The termination will take effect after six months of notification date.

IN WITNESS WHEREOF, the following representatives duly authorized thereto by their respective government have signed this Memorandum.

Done in ABU DHABI on Tuesday, 10 September 2013 in two originals each in Arabic and English languages, both texts being equally authentic. In case of divergence of interpretation, the English text shall prevail.
