MEMORANDUM OF UNDERSTANDING BETWEEN THE DEPARTMENT OF FOREIGN AFFAIRS OF THE REPUBLIC OF THE PHILIPPINES FOREIGN SERVICE INSTITUTE AND THE MINISTRY OF FOREIGN AFFAIRS OF THE REPUBLIC OF COLOMBIA DIPLOMATIC ACADEMY OF COLOMBIA - AUGUSTO RAMIREZ OCAMPO -
The Department of Foreign Affairs of the Republic of the Philippines - Foreign Service Institute - and The Ministry of Foreign Affairs of the Republic of Colombia - Diplomatic Academy Augusto Ramirez Ocampo - hereinafter "the Participants",
RECOGNISING the spirit of cooperation that exists between the Republic of the Philippines and the Republic of Colombia, and the willingness to promote closer collaboration on the training of diplomats;
The Participants have reached the following Understanding:
PARAGRAPH I
This Memorandum of Understanding (MoU) intends to establish and develop cooperation on the training of diplomats, between the Participants.
For the coordination, monitoring and implementation of the activities of this MoU, the Department of Foreign Affairs of the Republic of the Philippines designates the Foreign Service Institute and the Ministry of Foreign Affairs of the Republic of Colombia designates the Diplomatic Academy.
PARAGRAPH II
On the basis of their mutual benefit and interest, the Participants have decided on the following forms of cooperation:
The Participants will jointly decide the specific project that will carry out under this MoU, their funding, frequency and duration as well as the venue where said projects will be held.
PARAGRAPH IV
The Participants may propose, in writing, amendments to this MoU. Such proposals will be conveyed to the other Participant through the appropriate diplomatic channels and will come into effect upon approval, in writing, by the latter.
PARAGRAPH V
The Participants will perform its commitments under this MOU in accordance with its respective local legislation. Not being an international agreement, this MOU may not be construed as creating between the Participants legal rights or obligations under International law.
PARAGRAPH VI
This MoU will come into operation on the date of its signature for a period of three (3) years, and will be automatically renewed for further equal periods, unless terminated by any of the Participants, by giving to the counterpart a written notice at least ninety (90) days prior to the date of termination.
Any ongoing activities at the time of termination shall be carried out to their conclusion.
PARAGRAPH VII
Any difference arising from the interpretation of any provision of this MoU will be settled amicably by consultation between the Participants, through diplomatic channels.
IN WITNESS WHEREOF, the undersigned, being duly authorized thereto by their respective Governments, have signed this Memorandum of Understanding in two original copies in Spanish and English languages, both texts being equally valid.
Signed in Manila on this 18th day of November 2015.

- Exchange of information and views on the international trends of diplomacy, and other activities of common interest in connection thereto.
- Explore the possibilities of other forms of cooperation under this MoU.

MEMORANDO DE ENTENDIMIENTO ENTRE EL DEPARTAMENTO DE RELACIONES EXTERIORES DE LA REPUBLICA DE LAS FILIPINAS - INSTITUTO DE SERVICIO EXTERIOR Y EL MINISTERIO DE RELACIONES EXTERIORES DE LA REPUBLICA DE COLOMBIA – ACADEMIA DIPLOMATICA AUGUSTO RAMIREZ OCAMPO -
El Departamento de Relaciones Exteriores de la Republica de las Filipinas - Instituto de Servicio Exterior - y el Ministerio de Relaciones Exteriores de la Republica de Colombia - Academia Diplomatica Augusto Ramirez Ocampo - en adelante, "los Signatarios",
RECONOCIENDO el espiritu de cooperacion que existe entre la Republica de las Filipinas y la Republica de Colombia y el deseo de propiciar una colaboracion mas estrecha en la formacion de diplomaticos;
Los Signatarios han alcanzado el siguiente Entendimiento:
PARAGRAFO I
El proposito de este Memorando de Entendimiento (MoU) es establecer y desarrollar la cooperacion sobre la formacion de diplomaticos entre los Signatarios.
Para la coordinacion, supervision e implementacion de las actividades de este MoU, el Departamento de Relaciones Exteriores de la Republica de las Filipinas designa al Instituto de Servicio Exterior y el Ministerio de Relaciones Exteriores de la Republica de Colombia designa a la Academia Diplomatica Augusto Ramirez Ocampo.
PARAGRAFO II
Sobre la base de su mutuo provecho e interes, los Signatarios han decidido las siguientes formas de cooperacion:
Los Signatarios decidiran en forma conjunta el proyecto especifico que realizaran segun este MoU, su financiacion, frecuencia y duracion, asi como el lugar donde tendran lugar dichos proyectos.
PARAGRAFO IV
Los Signatarios podran proponer, por escrito, modificaciones a este MOU. Dichas propuestas seran comunicadas al otro Signatario a traves de los canales diplomaticos y surtiran efectos luego de aprobaci6n escrita, por este ultimo.
PARAGRAFO V
Los Signatarios llevaran a cabo los compromisos dispuestos en este MoU de acuerdo con suslegislaciones nacionales. Al no ser un acuerdo internacional, este MoU no conlleva derechos u obligaciones entre los Signatarios a la luz del Derecho Internacional.
PARAGRAFO VI
Este MoU surtira. efectos en la fecha de su firma por un periodo de tres (3) años, y sera renovado automaticamente por periodos iguales sucesivos, salvo que cualquiera de los Signatarios notifique por escrito al otro su intencion de darlo por terminado, al menos noventa (90) dias antes de la fecha de terminacion.
Las actividades que se encuentren en progreso en el momento de la terminacion seguiran desarrollandose hasta su conclusion.
PARAGRAFO VII
Toda diferencia que surja de la interpretacion de alguna de las disposiciones de este MoU sera resuelta amigablemente mediante consultas entre los Participantes, por la via diplomatica.
EN TESTIMONIO DE LO CUAL, los suscritos, habiendo sido debidamente autorizados para ello por sus respectivos Gobiernos, firman este Memorando de Entendimiento en dos copias originales en espanol e ingles, siendo ambos textos igualmente validos.

- Facilitar el intercambio de publicaciones nacionales e internacionales, asi como las respectivas publicaciones y textos pertinentes de los Participantes.
- Intercambio de informacion y opiniones sobre las tendencias internacionales de la diplomacia y otras actividades de interes comun inherentes a lo mismo.
- Explorar las posibilidades de otras formas de cooperacion segun este MOU.
PARAGRAFO III
Los Signatarios decidiran en forma conjunta el proyecto especifico que realizaran segun este MoU, su financiacion, frecuencia y duracion, asi como el lugar donde tendran lugar dichos proyectos.
