MEMORANDUM OF UNDERSTANDING ON THE ESTABLISHMENT OF BILATERAL CONSULTATIONS BETWEEN THE DEPARTMENT OF FOREIGN AFFAIRS OF THE REPUBLIC OF THE PHILIPPINES AND THE MINISTRY OF FOREIGN AFFAIRS AND TRANSPORT OF THE REPUBLIC OF SEYCHELLES
The Department of Foreign Affairs of the Republic of the Philippines and the Ministry of Foreign Affairs and Transport of the Republic of Seychelles, hereinafter referred to individually as the “Participant” and jointly as the “Participants”,
MINDFUL of the traditional friendly relations between their countries and peoples;
DESIROUS of further developing and strengthening their friendly relations;
CONSCIOUS of the usefulness of regular consultations and exchanges between the two countries at different levels on bilateral relations and international matters of common interest;
REAFFIRMING their adherence to the purpose and principles of the United Nations Charter and the 1961 Vienna Convention on Diplomatic Relations;
MINDFUL of the traditional friendly relations between their countries and peoples;
DESIROUS of further developing and strengthening their friendly relations;
CONSCIOUS of the usefulness of regular consultations and exchanges between the two countries at different levels on bilateral relations and international matters of common interest;
REAFFIRMING their adherence to the purpose and principles of the United Nations Charter and the 1961 Vienna Convention on Diplomatic Relations;
Have decided as follows:
PARAGRAPH 1
The Participants will hold regular consultations to review all aspects of their bilateral relations, and to exchange views on bilateral relations and on international issues of mutual interest and interaction in the international arena
PARAGRAPH 2
Areas of consultations on bilateral relations shall include political, as well as economic, commercial, technical, cultural and consular cooperation.
PARAGRAPH 3 PARAGRAPH 4
Date, place and agenda for consultations will be determined jointly by the Participants through diplomatic channels.
PARAGRAPH 5
The provisions of this Memorandum of Understanding will be without prejudice to rights and obligations conferred on the Participants by any other treaties or agreements to which both sides are Parties.
PARAGRAPH 6
The outcome of consultations will not be made public unless otherwise mutually agreed upon by the Participants.
PARAGRAPH 7
This Memorandum of Understanding will come into effect on the later written notification by either of the Participants, through diplomatic channels, indicating that the domestic requirements for its effectivity have been completed.
This Memorandum of Understanding will remain valid until one of the Participants communicates in writing to the other, six (6) months in advance, its intention to terminate it.
This Memorandum of Understanding may be amended by mutual written consent of the Participants. Such amendment or revision will come into effect in accordance with subparagraph (1) of this paragraph.

1) Consultations within the framework of this Memorandum of Understanding will be held alternately in the Philippines and Seychelles at the level of Undersecretary for Policy of the Department of Foreign Affairs of the Republic of the Philippines and the Principal Secretary of the Foreign Affairs Department of the Ministry of Foreign Affairs and Transport of the Republic of Seychelles.2) International travel expenses shall be borne by the sending Participant while other costs related to the visits shall be borne by the receiving Participant.
