MEMORANDUM OF UNDERSTANDING BETWEEN THE FOREIGN SERVICE INSTITUTE OF THE PHILIPPINES (FSI), MANILA AND THE INDIAN COUNCIL OF WORLD AFFAIRS (ICWA), INDIA

The Foreign Service Institute of the Republic of the Philippines (FSI), Manila, and the Indian Council of World Affairs (ICWA), India, hereinafter referred to as “the Participants” collectively;

Desiring to enhance mutual understanding and friendship between the FSI and ICWA through the promotion of friendly, cooperative and collaborative institutional relations;

Have reached the following understanding:

Paragraph 1 – General Guidelines

The Participants agree to develop exchanges and cooperation based on mutual respect, equality, and mutual benefit.

The Participants agree to involve eminent persons from both sides from the fields of diplomacy, culture, economy and trade, education, international relations, sciences, social sciences, communications and the media to facilitate FSI-ICWA dialogue and cooperation between the civil societies of the Philippines and India.

With the objective of maximizing the benefits of such dialogue, the Participants shall host mutually agreed events alternately in the Philippines and India by the FSI and ICWA, respectively. The nature and dates of such events will be mutually decided upon by the Participants.

Paragraph 2 – Scope of Cooperation

Cooperation under this Memorandum may include:
  1. Promotion and support of activities that contribute to better understanding and relations between Philippines and India;

  2. Promotion and support for the exchange of visits by eminent persons in the fields of diplomacy, culture, economy and trade, education, international relations, sciences, social sciences, communication and the media.

  3. Co-sponsoring of bilateral seminars, symposiums, and panel discussions on regional and global issues of mutual interest;

  4. Exchange, at no cost to each recipient, of the regular publications of the two Participants;

  5. Establishing links between websites of each institution;

  6. Other forms of cooperation as may be agreed upon by both Participants through consultations; and

  7. English language will be the medium of dialogue, documentation and communications
Paragraph 3 – Costs

On the basis of reciprocity, the sending Participant will cover the international travel expenses in respect of its delegation(s). The receiving Participant shall cover the local accommodation and transportation expenses of the visiting delegates, as well as meet the organizational costs associated with bilateral discussions, including hospitality.

Paragraph 4 – Other Matters

Other relevant issues not already covered in this Memorandum will be decided through mutual consultation between the Participants.

Paragraph 5 – Validity

The MOU will come into effect from the date of its signing by the authorized representatives of the Participants

This MOU may be amended by mutual agreement whenever necessary, or be terminated by three months’ written notice by either Participants.

Paragraph 6 – Dispute Resolution

Any dispute arising from the implementation or interpretation of this MOU shall be resolved amicably by consultation or negotiation between the Participants.

Signed on this 13th day of November 2017 in Manila, in two originals, each in the Hindi and English languages, both texts being equally valid, In the event of any divergence of interpretation between any of the texts, the English text will prevail.
