MEMORANDUM OF COOPERATION BETWEEN THE PHILIPPINE COAST GUARD AND THE JAPAN COAST GUARD
In the continued discussions between the Philippine Coast Guard and the Japan Coast Guard (hereinafter referred to individually as the “Participant” and collectively as the “Both Participants”) based on the Record of Discussions between the Philippine Coast Guard and the Japan Coast Guard in December 2014, Both Participants as maritime law enforcement agencies,
Sharing the values that have important meanings which contribute to the prosperity of both countries by maintaining safe, open and stable seas in Asia ruled by international and domestic laws,
Appreciating the past mutual exchange which has greatly contributed to the development of their cooperative relationship and accomplishments in their services,
Have reached the following recognitions to cooperate as partners connected by a special bond of friendship:
Paragraph 1
International Coordination
Both Participants should, whenever practicable, take initiatives to conduct regular consultation meetings similar to the Heads of Asian Coast Guard Agencies Meeting (HACGAM) and other international meetings.
Paragraph 2
Contents of Cooperation
In order to strengthen the relationship, Both Participants will promote cooperation in the following fields of activities;

For purposes of implementing the provisions of the Memorandum of Cooperation, the Participants hereby designate the following as Points of Contact:
Paragraph 4
Character of this MOC
This Memorandum of Cooperation (MOC) does not give rise to legally binding rights and obligations under international law.
Paragraph 5
Consultation
Any divergence of views arising out of the application or interpretation of sections of this MOC will be resolved amicably through consultation between Both Participants.
Paragraph 6
Amendment
Any amendment or revision to the text of the Memorandum of Cooperation will be done by mutual consent of the Participants. Such amendment or revision will enter into force in accordance with Paragraph 7 (1) of the Memorandum of Cooperation.
Paragraph 7
Effectivity, Validity and Termination
This Memorandum of Cooperation will take effect on the date of later written notification by the Participants, through diplomatic channels, indicating that the domestic requirements for its effectivity have been complied with.
This Memorandum of Cooperation will be valid for a period of five (5) years. It will be renewed for a similar period, unless either Participant notifies the other Participants through diplomatic channels of its desire to suspend or terminate this Memorandum of Cooperation.

- Human resource development for maritime safety, security and marine environmental protection;
- Continued information sharing and exchange in the field of maritime safety, security and marine environmental protection;
- Joint exercises in the field of maritime safety, maritime security and marine environmental protection with visits by patrol vessels and aircraft in each country;
- Provision of support for visits by patrol vessels and aircraft;
- Promote capacity enhancement of Both Participants; and
- Other activities decided by Both Participants.
