MEMORANDUM OF UNDERSTANDING BETWEEN THE FOREIGN SERVICE INSTITUTE, DEPARTMENT OF FOREIGN AFFAIRS OF THE REPUBLIC OF THE PHILIPPINES AND THE DIPLOMATIC INSTITUTE, MINISTRY OF FOREIGN AFFAIRS OF THE KINGDOM OF BAHRAIN

The Foreign Service Institute, Department of Foreign Affairs of the Republic of the Philippines and the Diplomatic Institute, Ministry of Foreign Affairs of the Kingdom of Bahrain (herein referred to as "the Parties") in the spirit of cooperation that has traditionally existed between the two countries have reached the following understanding:



ARTICLE 1

The Parties shall exchange information relating to their respective programs of studies, courses, seminars, language programs and other activities that the respective institutions administer.



ARTICLE 2

The Parties shall exchange information on International Law, Diplomatic Practice and other pursuits pertinent to the diplomatic profession, as well as in the field of international political, economic and cultural relations.



ARTICLE 3

The Parties shall consult each other via electronic mail (E-mail) regarding the possibility of jointly organizing courses and seminars in the Philippines and in the Kingdom of Bahrain. Likewise, they shall encourage the exchange of lecturers, professors, experts and trainees/ scholars in all areas of interest to their respective diplomatic institutions.



ARTICLE 4

The Parties shall foster the exchange of publications and other materials of common interest, as well as facilitate the establishment of contacts between their respective libraries and archives.



ARTICLE 5

The Parties upon signing of the MOA shall provide a three-year plan of programs and activities of their respective institutes for planning and preparation.



ARTICLE 6

The Parties shall establish a mechanism for the exchange of information with respect to activities of mutual interest, including setting up and hosting of web links in the parties' respective websites, and their participation in regional or international meetings which involve the interests of both Parties.



ARTICLE 7

Any differences and disputes that may arise from the interpretation or implementation of the present MOU shall be settled amicably through direct consultations between the Parties.



ARTICLE 8

This MOU shall enter into force on the date of its signing and shall remain in force for a period of three (3) years, renewable for a similar period upon evaluation, except when one of the Parties informs the other Party at least 90 days prior to the expiry the 3-year period of its intention to terminate it. The termination of this MOU does not imply the suspension of ongoing projects, programs, or activities unless the parties decide to do so.



Signed in Manama on this 13th day of April 2017, in English and Arabic, both texts being equally authentic. In case of doubt in the interpretation, the text in English shall prevail.
