MEMORANDUM OF UNDERSTANDING BETWEEN THE NATIONAL SECURITY COUNCIL SECRETARIAT OF THE REPUBLIC OF THE PHILIPPINES AND THE SECURITY COUNCIL OF THE RUSSIAN FEDERATION ON COOPERATION IN THE FIELD OF SECURITY

The Secretariat of the National Security Council of the Republic of the Philippines and the Staff of the Security Council of the Russian Federation, hereinafter referred to as the Participants;

Mindful of the importance of developing cooperation on security issues that are of long-term interests of both States and promoting international and regional peace, security and stability;

Endeavoring to promote mutual cooperation in countering new security challenges and threats;

Have reached the following understanding:

 

  1. The purpose of this Memorandum of Understanding (MOU) is to provide a framework for cooperation between the Republic of the Philippines and the Russian Federation in the field of security.

  2. The Participants will cooperate through:
    a. Mutual exchange of information on issues pertaining to the activities of the Participants
    b. Consultation on a wide range of national security issues of mutual interests;
    c. Organizing working trips, meetings and other activities that are deemed beneficial to international, regional and national security;
    d. Other forms of cooperation as may be mutually decided.

  3. The Participants will consult each other on the following subjects:
    a. Strategic priorities of the Republic of the Philippines and the Russian Federation;
    b. Consultation in security issues in the Asia Pacific Region;
    c. Problems in the field of non-proliferation of weapons of mass destruction and the means of their delivery;
    d. Cooperation against international terrorism, piracy, transnational crimes, illegal drugs, smuggling of weapons, mony laundering and economic crimes;
    e. Promotion of military and technical contacts;
    f. Development of international information security;
    g. Cooperation on new security threats and challenges;
    h. Other subjects of mutual interest.

  4. The National Security Advisor/Director-General of the National Security Council Secretariat of the Republic of the Philippines and the Secretary of the Security Council of the Russian Federation or their deputies will decide on the arrangement of consultations if necessary.
    a. Consultations, as necessary, will be held alternately in the Philippines and Russia;
    b. The consultations may also involve experts from interested ministries, agencies and services of the two countries.
    c. The agenda/subjects for discussion will be agreed upon prior to the consultations.
    d. Each Participant will report to the President of his respective country the results of the consultations.
    e. Working contacts will be arranged between the representatives of the Participants in other agreed formats.

  5. The conduct of programs/activities as specified under this MOU will be covered by written terms of references.

  6. This MOU shall come into effect on the date of later notification by the Participants, through diplomatic channels, indicating the domestic requirements for its effectivity have been complied with.

  7. This MOU is not an international treaty and shall not create for the Participants obligations under the international law.

  8. This MOU will be effective for five (5) years and can be renewed for a similar period unless one Participant notifies the other in writing, through diplomatic channels, of its intention to suspend or terminate this MOU at least ninety (90) days prior to the intended date of termination.

  9. The termination of this MOU will not affect the implementation of any ongoing projects/activities unless both Participants mutually decide otherwise.


Signed in Zavidovo on 23 May 2017, in two copies, each in the Russian and English languages, both text being valid. In case of differences, the English text will prevail.
