MEMORANDUM OF UNDERSTANDING REGARDING POLITICAL CONSULTATIONS BETWEEN THE DEPARTMENT OF FOREIGN AFFAIRS OF THE REPUBLIC OF THE PHILIPPINES AND THE MINISTRY OF FOREIGN AFFAIRS OF THE KINGDOM OF SAUDI ARABIA

The Department of Foreign Affairs of the Republic of the Philippines and the Ministry of Foreign Affairs of the Kingdom of Saudi Arabia, hereinafter referred to as "the Parties;"

MOTIVATED by the interest of strengthening the friendly relations existing between their peoples and governments;

DESIRING to enhance and expand the bilateral relations and cooperation and foster mutual understanding between the two countries, which will contribute to supporting international peace and security;

AWARE of the importance of holding regular consultations between the two countries at all levels regarding bilateral relations and international issues of common interest; and

AFFIRMING their adherence to the principles and aims of the United Nations Charter;

Have reached the following understanding:

  1. The Parties will hold meeting on a regular basis with the objective of carrying out political consultations to review and exchange views on their bilateral relations, regional and international issues, international political developments, as well as other issues of common interest, and to enhance the positive role of the United Nations and other international organizations aiming to resolve the conflicts and problems that affect the international community.

  2. The date, agenda and level of the consultations will be determined in advance through the diplomatic channels. Unless otherwise decided, the Parties will meet on a regular basis alternately in the Kingdom of Saudi Arabia and in the Republic of the Philippines.

  3. Members of the diplomatic missions of the Parties working in third countries and the permanent representatives of the Kingdom of Saudi Arabia and the Republic of the Philippines at the United Nations and other international organizations will intensify their contact in the spirit of constructive cooperation in order to coordinate their efforts and conduct consultations on all issues of mutual interest,

  4. The Parties, if possible will, coordinate their positions regarding the subjects brought for discussion at international conferences by conducting consultations related to these subjects.

  5. This Memorandum of Understanding does not generate rights or obligations under international law between the Kingdom of Saudi Arabia and the Republic of the Philippines.

  6. If there is a disagreement in the interpretation or implementation of this Memorandum, it shall be resolved amicably through consultations or negotiations.

  7. This Memorandum of Understanding may be amended at any time by mutual written consent of the Parties.

  8. This Memorandum of Understanding will enter into force on the date of its signature and will remain in effect for a period of five (5) years, automatically extendable for periods of equal duration, This Memorandum of Understanding may be terminated by either Party giving six (6) months written notice to the other Party in advance through diplomatic channels.


    Signed in duplicate at Riyadh on the 11 thday of April 2017, in the Arabic and English languages, all texts having equal validity. In case of divergence in interpretation, the English text will prevail.
