COOPERATION PROGRAM BETWEEN THE FOREIGN SERVICE INSTITUTE OF THE REPUBLIC OF THE PHILIPPINES AND PRINCE SAUD AL FAISAL INSTITUTE FOR DIPLOMATIC STUDIES THE MINISTRY OF FOREIGN AFFAIRS IN THE KINGDOM OF SAUDI ARABIA

The Foreign Service Institute of the Republic of the Philippines and Prince Saud Al Faisal Institute for Diplomatic Studies of the Ministry of Foreign Affairs in the Kingdom of Saudi Arabia herein after referred to as "the Parties";

Guided by their common desire to establish and develop a cooperation program between them, have agreed to the following:

Article One

The aims of the cooperation Program:

A. To establish and strengthen cooperation in the areas of information, research activities, and training programs.
B. The cooperation between the two parties is not governed by commercial considerations.

Article Two

The scope of the Cooperation Program:

A. The parties recognize the need for developing and introducing modern methods in the field of training in: foreign policy, international relations, international law, international economy, political science and other pertinent subjects.
B. The parties agree to cooperate in areas and methods of instructions and research, and to consult each other in issues related to teaching foreign languages.
C. The parties agree to discuss joint programs for basic and specialized training of diplomats to improve their diplomatic skills.
D. The parties agree to develop joint scientific research, and to exchange publications, and expertise.
E. The parties agree to exchange invitations of specialists to workshops, symposia and conferences.
F. The parties agree to exchange expertise in areas related to library organization, education and educational institution administration.
G. The Parties agree to exchange lecturers and students in order to promote their professional skills.
H. The parties agree to hold regular meetings and discussions on mutual interest issues with the participation of their respective representatives and Foreign Ministry officials or diplomatic mission representatives, as well as other faculty members, and students.

Article Three

This cooperation Program does not imply any commitment to transfer financial resources between the Parties. Each Party shall be responsible for financing independently according to its budget and its national legislation, its participation in the cooperation arrangements specified in this Cooperation Program.

Article Four

The execution of the Cooperation Program:

A. This Cooperation Program is to be implemented in accordance with the laws and regulations of the signatories of this program.
B. The Cooperation Program shall enter into force on the day of its signature and will be effective for a period of three (3) years. Thereafter, it will automatically he extended by another year, unless any of the Parties notifies in writing three (3) months prior to its intention to terminate the Cooperation Program.
C. Early termination of this Cooperation Program shall not affect the conclusion of cooperation activities implemented during its effective period.
D. Any dispute related to the interpretation of this Cooperation Program will be settled amicably by the Parties through diplomatic channels.

 

Signed in Riyadh, Kingdom of Saudi Arabia on 11 April 2017 in two originals, in the Arabic and English languages, all texts being equally authentic. In case of any divergence of interpretation of this Cooperation Program, the English text shall prevail.
