PROTOCOL FOR THE ESTABLISHMENT OF A POLITICAL CONSULTATIONS MECHANISM BETWEEN THE DEPARTMENT OF FOREIGN AFFAIRS OF THE REPUBLIC OF THE PHILIPPINES AND THE MINISTRY OF FOREIGN AFFAIRS OF THE REPUBLIC OF AZERBAIJAN

The Department of Foreign Affairs of the Republic of the Philippines and the Ministry of Foreign Affairs of the Republic of Azerbaijan, hereinafter referred to as the "Parties " ,

With a view to further enhancing the friendly relations and deepening the cooperation already existing between the Republic of the Philippines and the Republic of Azerbaijan and to give new dimensions to this cooperation,

Recognizing the importance of consultations and exchange of opinions at different levels on matters of bilateral relations and international issues of mutual interest,

Desirous of establishing and further facilitating mutually beneficial cooperation, Have agreed as follows :

 

ARTICLE 1

The Parties shall hold political consultations every 2 (two) years or at any time mutually convenient to both Parties to review their bilateral relations and to exchange views on regional and international issues of common interest.

ARTICLE 2

The consultations shall be carried out alternately in Manila and Baku. The consultations may also take place in a third country on the occasion of an international conference or meeting, participated by both Parties. During such international conference or meeting , the Parties shall also seek the possibilities of cooperation and coordination on issues of common interest.

ARTICLE 3

The delegations, conducting political consultations, shall be presided over by deputy ministers or other high-ranking officials of the Parties.

ARTICLE 4

Agenda , dates and places of the consultations and composition of the delegations shall be coordinated through diplomatic channels. The Parties shall bear their respective expenses for participation in meetings , including round trip transportation to the meeting place and accommodations, and the host Party shall provide necessary office facilities and local transportation for holding consultations.

ARTICLE 5

At the consultation meetings, the Parties shall review and evaluate the developments in the political, economic, consular, cultural, technological and scientific areas of bilateral relations and exchange of views to further enhance these relations. The Parties shall also exchange views on international and regional issues and developments of common concern, and when necessary , discuss bilateral cooperation in regional or international matters .

ARTICLE 6

By mutual consent of the Parties, additions or amendments can be made to the present Protocol. Such additions or amendments shall be made in a form of separate Protocols which shall form an integral part of this Protocol and shall enter into force in accordance with the provisions on entry into force of this Protocol.

ARTICLE 7

This Protocol shall enter into force on the date of receipt by the Parties of the last written notification through diplomatic channels confirming the completion of their respective internal procedures required for the entry into force of this Protocol.

This Protocol is concluded for a period of five (5) years and shall be automatically renewed for five year periods unless either of the Parties at least six (6) months in advance notifies the other Party in writing, through diplomatic channels, of its intention to terminate this Protocol.

Done at Baku on this 26th day of October 2018, in two originals in English and Azerbaijani languages, each text being equally authentic. In case of divergence in the interpretation of this Protocol, the English text shall prevail.
