KNOW ALL MEN BY THESE PRESENTS:

This Memorandum or Understanding entered into and executed this 6^th day of June 2013 in the City of Manila, by and between:

The PHILIPPINE NORMAL UNIVERSITY, with principal address at Taft Avenue. Manila, Philippines, represented herein by HON. PATRICIA B. LICUANAN, Chairperson of the Commission on Higher Education, and herein after referred to as "SECOND PARTY";

and

The MINISTRY OF EDUCATION OF TIMOR LESTE, with principal address at Rua de Vila Verde, Dili, Timor Leste, represented herein by H.E. BEND1TO DOS SANTOS FREITAS, Minister of Education, and herein after referred to as "FIRST PARTY'.

WHEREAS, the FIRST PARTY needs to improve and develop the capacity of its teachers and education officials;

WHEREAS, the FIRST PARTY seeks to partner with an institution in the Philippines for teacher training;

WHEREAS, the SECOND PARTY is a premier teaching training institution in the Philippines designated as the National Center for Teacher Education;

WHEREAS, the SECOND PARTY is open to making its programs available to teachers from the FIRST PARTY and its other education officials for the development and capacity building of teachers in various degrees and non-programs and specializations including online programs;

WHEREAS, the SECOND PARTY may also customize its programs according to the needs of the FIRST PARTY;

The terms of any specific program or activity under the scope of this MOU will be mutually discussed and agreed upon in writing by the heads of both institutions, through addendum to the current MOU prior to the initiation of any program or activity that both parties are willing to implement.

IN WITNESS WHEREOF, the parties thereto set their hands on these presents this 6^th day of June 2013 in Manila, Philippines.
