MEMORANDUM OF UNDERSTANDING BETWEEN THE DEPARTMENT OF PUBLIC WORKS AND HIGHWAYS OF THE REPUBLIC OF THE PHILIPPINES AND THE MINISTRY OF PUBLIC WORKS OF THE REPUBLICA DEMOCRATICA DE TIMOR-LESTE
The Department of Public Works and Highways of the Republic of the Philippines and the Ministry of Public Works of the Republica Democratica de Timor-Leste, hereinafter referred to as the "Participants,"
DESIRING to establish a cooperative approach in assisting and mentoring in order to enhance capacity development;
AIMING to strengthen the capability of the staff of the Timor-Leste Ministry of Public Works (MPW) in the areas of infrastructure planning, quality control, and maintenance;
RECOGNIZING the expertise of trainors from the Philippine Department of Public Works and Highways (DPWH);
Have reached the following understanding:
PURPOSE
To establish cooperative arrangements in the conduct, of training in the areas of Infrastructure Planning, Quality Control and Maintenance for the MPW staff of Timor-Leste.
AREAS OF COOPERATION
MPW and DPWH will cooperate in the following activities:
- Crafting the course design for the training that will benefit most of the staff and suited to the actual condition;
- Creation of Trainors Training Course that will cascade to the different districts; and
- Piloting the training to !he MPW staff to be replicated in other district in Timor- Leste
COMMITMENTS
The DPWH will:
- Provide the MPW the course design suited for the training to be conducted;
- Provide experts in Infrastructure Planning, Quality Control and Maintenance as trainers: and
- Ensure continuous technical support and assistance to MPW.
The MPW of Timor-Leste will:
- Make available the training rooms and other training facilities and laboratories;
- Shoulder the expenses of the experts who will be conducting the training; and
- Replicate the training to other districts.
IMPLEMENTATION
Training on Planning will be conducted first to be followed by Materials Quality Control and then Maintenance. Both parties will be provided a copy of this MOU for actual implementation of cooperation activities agreed by both organizations.
The Annex to this MOU will be considered an integral part hereof.
ENTRY INTO FORCE
This UNDERSTANDING will be in force upon signing by both parties. Any amendment of this Agreement would be in mutual consent and can be initiated by either party, and would take effect after fifteen days (15) from provisions of written notice.
IN FURTHERANCE, of their respective goals, objectives and missions, the parties jointly agree to abide by the provisions of this Understanding.
Done in Manila on the 6th day of June 2013.
