EXECUTIVE PROGRAM OF THE CULTURAL AGREEMENT BETWEEN THE GOVERNMENT OF THE REPUBLIC OF THE PHILIPPINES AND THE GOVERNMENT PEOPLE'S REPUBLIC OF CHINA FOR 2019 - 2023

The Government of the Republic of the Philippines and the Government of the People's Republic of China, desiring to further develop and strengthen cultural exchange between both countries on the basis of the Cultural Agreement signed in Beijing on 08 July 1979 , have reached the following understanding, through mutual consultation, on the following Executive Program for Cultural Exchanges for 2019- 2023 , subject to the laws and regulation of each country.

Paragraph I

HIGH-LEVEL AND OFFICIAL EXCHANGES

1 . Both sides will exchange visits of a 5-member high level cultural delegation for a period of 5 days.

2. Both sides will exchange visits of 5 library officials/librarians for a period of 5 days.

3. Both sides will exchange visits of 3 senior museum archeologists from the National Museums of both countries for a maximum period of 30 days.

4. Both sides will exchange a 10- member delegation of cultural administrators to observe successful creative industry sites and dialogue with a representative of the same, for a period of 5 days.

5. Both sides shall encourage intellectual and cultural dialogues between the two countries, facilitate the exchange of experts , academic researches and relevant information to advocate international Philippine and Sinological studies and support scholars from both countries to participate in dialogue mechanisms such as the Symposium on China Studies , the Visiting Program for Young Sinologists and workshops on literature , film and TV translation.

 

Paragraph II

CULTURAL HERITAGE AND EXHIBITIONS

1 . Both sides will encourage and support cooperation in the field of cultural heritage safeguarding and restoration, museum management and exhibition exchange , and discuss the possibility of exchanging exhibitions on cultural relics. Details shall be decided through mutual consultations between cultural heritage authorities of the two countries.

2. Both sides will facilitate their respective exhibitions and seminars to be held in the National Museum of the Philippines and the National Museum of China. Preparations for this shall be made through mutual consultations at least a year prior to implementation to facilitate museum programming procedures.

3. Both sides will exchange an exhibition on contemporary visual arts organized by an established museum from the sending country known for its collections on contemporary art. The exhibition will be accompanied by the visit of visual artists, a curator and/or museum professionals and complemented by suitable workshops and interactions with local artists and museum workers . Details, including the number of members of the delegation, length of period of visit/interaction , and activities, shall be decided through consultations between the counterpart visual arts institutions/museums in both countries .

4. Both sides will exchange visits of emerging visual artists , recognized by a highly regarded award-giving body for visual arts of the respective countries , for a period of 15 days . The visit shall encourage interaction with local artists and art professionals in the current art scene organized in consultation with an established contemporary art institution with an artist-in-residence program in the host country .

PARAGRAPH III
THE 
PERFORMING AND INTERDISCIPLINARY ARTS

1. Both sides will exchange delegations of interdisciplinary performing artists , in which the members of each delegation shall complement performances with pertinent workshops and interaction with local artists . Details on the number of members of delegation , length of visit/interaction , and activities shall be determined in coordination with the concerned parties/performing groups .

2. Both sides will exchange visits of artists and/or programs from the Cultural Center of the Philippines (CCP) and the National Center for Performing Arts (NCPA) and other national centers for performing arts of the same stature for performances, master classes, workshops , and other related activities pertinent to the promotion of cultural exchanges to be held at the CCP and the NCPA and other national performing arts centers . Details of exchanges shall be determined by the CCP and the NCPA/relevant Chinese institution.

3. Both sides will exchange visits of guest artists and/or companies in music, theater and dance to include , but not limited to artists and companies in classical ballet , modern and contemporary dance , folkloric dance, classical music, traditional music , contemporary and popular music, traditional and modern theater and interdisciplinary forms .

4 . Both sides will exchange visits of arts managers, designers and technical theater specialists in the performing arts.

5. In anticipation of upcoming special events such as the celebration of the anniversary of the establishment of Philippines-China diplomatic relations for the years 2019 to 2023 , both sides will send performing troupes/cultural groups to each other's country. Specifics , including financial terms and conditions, shall be decided through consultations between the concerned agencies of both countries.

6. To commemorate the 45th year of the Philippines-China Bilateral Diplomatic Relations , both sides will undertake a high-profile multi-arts festival in each other's country dubbed as Festival of the Philippines in China and Festival of China in the Philippines , respectively. Details on the components and logistics will be communicated between relevant implementing agencies/organizations in both countries.

7. Both sides will encourage their respective cultural troupes to participate in international cultural festivals held in each other's country .

8. Both sides will exchange visits of a delegation of artists, composed of, but not limited to performers, directors , playwrights, musicians, and designers , who will work towards a cross-cultural collaboration engaging the tradition, aesthetics, conventions, and innovations of China's Peking Opera and appropriate Filipino traditional theater forms , such as the Komedya and Sarswela . Specifics, including the number of members of the delegation, length of period of visit/interaction, and activities , will be decided through consultations between the concerned theatre/academic institutions in the Philippines and Qingdao Peking Opera Company of China with/and relevant Peking Opera institutions in China.

 

Paragraph IV

PUBLICATIONS, LITERARY ARTS, LANGUAGE AND TRANSLATION

1. Both sides will exchange publications and reference materials for each other's national library and other institutions.

2. Both sides will exchange visits of distinguished content creators , literary artists , linguists , and language researchers and observe actual activities of and interact with local counterparts from the literary arts communities and publishing sector for a period of 5-7 days.

3. Both sides will facilitate the translation of outstanding literary works in Filipino and Chinese, with complementary immersion activities for translators.

 

Paragraph V

EXPENDITURE

1. The sending country will pay for the international travel fare and visa expenses, including relevant insurances , of the persons and items for the exchange stipulated herein. These expenses shall be incurred on the outward trip from the sending country to the city in the host country where the official visit starts and the return trip from the city where the official visit ends en route back to the sending country.

2. The host country will shoulder internal expenses such as board and lodging, inland transportation , and medical treatment in cases of emergency incurred during the duration of the official visit. The accommodation to be provided by the host country shall meet internationally accepted standards of comfort befitting the rank of the visitors concerned .

3. The host country will provide appropriate venues, standard facilities with workforce for exhibits, festivals, performances , and similar activities. Furthermore, the host country shall make arrangements for the necessary promotion of these events as well as the other requirements needed for their successful implementation.

4. The consular sections of the Embassy of the Republic of the Philippines in Beijing and the Embassy of the People's Republic of China in Manila will grant appropriate visas to cultural delegations and other participants under this Executive Program.

5. The sending countries will shoulder the costs of any extension of its delegation's period of stay in the host country beyond the period stipulated herein as agreed upon between both sides.

Article VII

OTHERS

1. Both sides will encourage and support non-government cultural exchanges . Specifics , including financial terms and conditions, shall be decided though consultations between concerned agencies of both countries.

2. Further consultation on details of the items for exchange as stipulated herein will be conducted between the National Commission for Culture and the Arts for the Philippine side and the Ministry of Culture and Tourism for the Chinese side.

3 . Should it be necessary to add or omit some items during the implementation of the present Executive Program , agreement on such additions or omissions will be made through consultation between the National Commission of Culture and the Arts for the Philippine side and the Ministry of Culture Tourism and other departments concerned for the Chinese side.

4 . This Executive Program will take effect upon signature of both Governments. The Executive Program shall remain effective for five (5) years, unless either side notifies the other in writing, of its intention to terminate this Executive Program, at least six (6) months prior to the intended date of termination.

The termination of this Executive Program shall be without prejudice to the existing and ongoing activities or projects being undertaken under this Executive Program , unless otherwise agreed by both Governments in writing
