MEMORANDUM OF UNDERSTANDING ON POLITICAL CONSULTATIONS BETWEEN THE DEPARTMENT OF FOREIGN AFFAIRS OF THE REPUBLIC OF THE PHILIPPINES AND THE MINISTRY OF FOREIGN AFFAIRS AND EXPATRIATES OF THE HASHEMITE KINGDOM OF JORDAN

The Department of Foreign Affairs of the Philippines and the Ministry of Foreign Affairs and Expatriates of the Hashemite Kingdom of Jordan, herein referred to as the "Participants".

SEEKING to expand and enhance the bilateral relations based on the principles of respect of sovereignty of States, equality of rights and non-interference in internal affairs;

DESIRING to activate different fields of cooperation between the two countries through mutual coordination and consultation on bilateral and international affairs of common interest.

Have reached the following understanding:

Paragraph 1
General Objective

The purpose of this Memorandum of Understanding (MOU) is to establish a Joint Commission for Bilateral Cooperation (the "Commission" which will:

1. Facilitate consultations in all aspects of the bilateral relations of the Participants

2. Exchange of views on bilateral and international issues on mutual interest, including political, economic and technical cooperation, among others; and

3. Evaluate the development of their cooperation as well as the need to expand it to other areas.

Paragraph 2
Composition

The Participants will ensure that the Commission is at the level of senior officials, unless they jointly decide otherwise.

Paragraph 3
Frequency and Venue of Meetings

1. The Commission will meet biannually, alternately in the Republic of the Philippines and the Hashemite Kingdom of Jordan.

2. The Participants may jointly decide to hold and extraordinary session, when necessary. Sessions between Participants may take place in a third country on the sidelines of a meeting or international conference.

3. The Participants will determine the date and the agenda of the meetings via diplomatic channels.

Paragraph 4
Expenditures

1. The Participants hosting a meeting will cover the expenses related to the meeting and its venue

2. Each Participant will cover the expenses related to the participation of its representatives in the meeting of the Commission.

Paragraph 5
Consultations

Should there be any divergence on the interpretation or implementation of this MOU, the Participants will immediately consult each other to settle the matter amicably.

Paragraph 6
Status

This MOU will not create any form of obligations on any of the Participant countries under international law, as it will not in any way affect the obligations of each of the Participant country under an agreement or international convention.

Paragraph 7
Final Provisions

This MOU will remain in effect for five (5) years, renewable for a similar period. It may be suspended or terminated by notifying the other Participant in writing, at a minimum of three (3) months, before its intended date of suspension or termination.

Done in duplicate in Amman, on 6th September 2018 in the English and Arabic languages, each version being equally valid.
