AGREEMENT BETWEEN THE NATIONAL YOUTH COMMISSIONS OF THE REPUBLIC OF THE PHILIPPINES AND THE ALL-CHINA YOUTH FEDERATION OF THE PEOPLE'S REPUBLIC OF CHINA ON YOUTH AFFAIRS COOPERATION
DESIRING to consolidate the friendly relations between the Parties, promote the development of the friendship between the youths of the two Countries, enhance the mutual understanding between the youths of the two Countries, foster and push forward the exchanges and cooperation between the youths and youth organizations of the two Countries;
RECOGNIZING the importance of the principles of peace and friendship, mutual respect and equal cooperation; .
HAVE AGREED hereby upon their cooperation as follows:
ARTICLE 1
For the goal of strengthening the bilateral cooperation on youth affairs, the Parties shall carry out the cooperation in the following fields and forms:
1. Jointly hold the "100 Filipino-Sino Youth Exchange Program" between June 2005 and May 2006, in two (2) to four (4) batches or as the two Countries deem appropriate, to commemorate the 30th anniversary of the establishment of the diplomatic relations between the Republic of the Philippines and the People's Republic of China;
2. Exchange visits of youth leaders;
3. Encourage the economic and trade cooperation between young entrepreneurs and economic entities;
4. Strengthen the exchanges of documents and information concerning youth research, youth publications, youth forums and meetings held in the two Countries; promote the collaboration between youth-related media and the cooperation in the field of information and communication technology;
5. Facilitate the tourism activities of youths of the two Countries to enhance their mutual understanding;
6. Strengthen the cooperation and coordination between the Parties in various international meetings and fora;
7. Enhance the cooperation of the national and local youth organizations between the Parties in the field of youth-related affairs;
8. Continue to maintain the collaboration between the Parties in the China-ASKAN Ministerial Meeting on Youth (CAMMY) and jointly undertake efforts to complement the Joint Workplan for CAMMY.
ARTICLE 2
The exchange programs carried out by both sides shall adhere to the following principles:
The visiting party shall bear its international travelling expenses.
The host party shall provide- local cost (including accommodation, food, and local transportation) of the visiting party.
Further consultations on details of the items for the exchange programs will be conducted between the National Youth Commission and the All-China Youth Federation.
ARTICLE 3
The Parties shall take the responsibility to implement this cooperative Agreement; the undone matters to this agreement shall be settled amicably through consultations and negotiations between the Parties.
ARTICLE 4
This cooperative Agreement shall enter into force on the date of the later written notification by the Parties, through diplomatic channels, indicating that the internal legal requirement for each entry into force have been complied with.
Any amendment to or revision of the text of this Agreement shall be in writing and shall be done by the mutual consent of the Parties. The amendment or revision shall enter into force in accordance with the preceding paragraph.
The termination of this cooperative Agreement shall have no impact upon the programmes and plans having been confirmed before the renunciation of bilateral cooperation.
DONE in duplicate in Manila on April 27 in the year two thousand and five, in English and Chinese languages. Both texts being equally authentic and shall be brought into force from the date of signature.
