MEMORANDUM OF UNDERSTANDING ON CONSULTATION AND CO-OPERATION BETWEEN THE DEPARTMENT OF FOREIGN AFFAIRS ON THE REPUBLIC OF THE PHILIPPINES AND THE MINISTRY OF FOREIGN AFFAIRS OF THE REPUBLIC OF POLAND
DESIRING to strengthen and deepen the friendly relations existing between the two Countries,
WILLING to give the new dimension to their co-operation,
WISHING to make joint efforts toward peace and security and toward co-operation and understanding among peoples,
GUIDED by the principles of respect for the sovereignty of States, equality of rights and non-interference in internal affairs,
CONVINCED that constructive dialogue will contribute to better mutual
understanding between the Republic of the Philippines and the Republic of Poland and will
bring the two countries closer,
DETERMINED to enhance usefulness of bilateral consultations and exchanges of information in all fields.
Have agreed as follows :
ARTICLE 1
The Parties shall endeavor to hold bilateral consultations at any time convenient to both Parties in order to assess overall relations, to identify ways and means for developing closer co-operation and to exchange views on matters of common interest.
ARTICLE 2
The consultations shall be carried out alternately in Manila and Warsaw on biennial basis. The consultations may also take place in a third country on the occasion of an international conference or meeting. Meeting shall also be held between senior officials of the Parties at the request of either side or when necessary.
ARTICLE 3
The Delegations conducting political consultations shall be presided over by high-ranking officials of both Parties.
ARTICLE 4
The dates and venues of the visits, as well as the agenda of the consultations shall be agreed upon in advance through diplomatic channels.
ARTICLE 5
At the consultation meetings, the Parties shall review and evaluate developments of bilateral relations, in particular : political, economic, trade, financial, consular, technological and scientific areas. Parties will hold the exchange of views to further enhance these relations.
ARTICLE 6
The Parties shall also exchange views on international and regional matters. Whenever necessary, they will discuss bilateral co-operation in regional and international matters as well.
ARTICLE 7
The Memorandum of Understanding shall enter into force on the later notification by the Parties indicating compliance with their respective internal legal requirements for its entry into force. It shall remain in force unless terminated by either Party after giving three months notice in writing.

The Ministry of Foreign Affairs of the Republic of Poland and the Department of Foreign Affairs of the Republic of the Philippines (hereinafter referred as the Parties),
