RIDER NO. 4 TO THE FINANCING MEMORANDUM ALA/PH/8918 OF 25 JANUARY 1990 RELATING TO THE SOUTHERN MINDANAO AGRICULTURAL PROGRAMME (SMAP)

Rider No. 4 to the Financing Agreement ALA 89/18 SMAP

The Commission of the European Communities, hereinafter referred to as "THE COMMISSION", acting for and on behalf of the European Community, hereinafter referred to as "THE COMMUNITY"

of the one part, and

the Government of the Republic of the Philippines, hereinafter referred to as "THE RECIPIENT"

of the other part,

HAVE AGREED AS FOLLOWS:

Taking into account the recommendations of the Pre-completion mission for the Southern Mindanao Agricultural Programme (SMAP) for a successor project which should immediately start as soon as SMAP is completed, and since it is foreseen that the Financing Agreement for the successor project could not be signed by the end of SMAP in 1997, and given the discussions to date between the Commission, the Department of Agriculture (DA) and the National Economic and Development Authority (NEDA), it has been proposed that:

- a closing period be designated to take effect from the end of the term of the Programme until 30 April 1998 and a consolidation period be designated to take effect from 1 May 1998 to 31 August 1998 to enable the completion of the outstanding activities of SMAP, document the SMAP development experience and prepare for the successor project; and

ARTICLE 2
  COMMITMENT OF THE COMMUNITY

Paragraph 3 is hereby amended as follows:

"For the present project, the expiry date of THE EC GRANT is hereby set At 31 August 1999 (31st August Nineteen hundred and ninety nine)."
