Sir,

I have the honour to refer to the nursing advisory services project to be implemented by the World Health Organization as an inter-country project in 1970, for the follow-up and implementation of the field studies on nursing manpower.

The countries covered by the project will be those which have partici­pated in the Second Regional Nursing Studies Seminar held in Manila from 15 July to 9 August 1969 (Australia, China, Fiji, Japan, Korea, Malaysia, New Zealand, Papua and the Trust Territory of New Guinea, Philippines, Ryukyu Islands, Singapore, and Viet-Nam) and which have indicated interest in obtaining the services of a consultant in a survey and research on health manpower.

The consultant will visit certain countries in the Region and his terms of reference will be as follows:

a. to determine whether, or to what extent, the knowledge and skills in survey methods, and in the design and use of certain tools (i.e., sample survey, interview, questionnaires, etc.), acquired by the participants at the Seminar were useful in studying and planning nursing resources and needs in their own countries;

b. to assist a group of nurses in each country participating in the project to identify some nursing problems or areas of nursing which require studies or investigations; and

c. to assist in survey planning.

WHO will provide the .services of a short-term consultant who will visit each country participating in the project. The date and duration of the consul­tant's visits will be decided at a later date by mutual agreement between the Government concerned and WHO.

Particular emphasis is placed on the provision of all available background

documentation relative to the consultant's duties and on the provision of a Government counterpart to work with and assist the consultant during his assignment. It would be appreciated if the name of this counterpart could be communicated in this Regional Office at an early date.

The implementation of this request and the respective obligations of WHO and your Government including, inter alia, provision of transport within the country and of secretarial services, if required, will be governed by the Basic Agreement concluded with your Government by the World Health Organization on 28 December 1950.

If you find these proposals acceptable, you are invited to sign five copies of this letter. Three are for the use of your Government; the remaining copies should be returned to this Office.
