PROTOCOL BETWEEN THE REPUBLIC OF THE PHILIPPINES AND THE UNITED ARAB REPUBLIC CONCERNING SCIENTIFIC AND TECHNICAL COOPERATION IN THE FIELD OF AGRICULTURE

THE GOVERNMENT OF THE REPUBLIC OF THE PHILIPPINES and the GOVERNMENT OF THE UNITED ARAB REPUBLIC,

CONSIDERING the recent developments and advances in the field of agriculture in the two countries; recognizing that the environmental condi­tions in some areas of the two countries are more or less similar; realizing that, research findings in either areas may find practical and useful applica­tion in the two countries; recalling the relevant provisions of the Cultural Agreement concluded between them on May 3rd, 1962; and desiring to develop and promote closer technical and scientific contacts, cooperation and collaboration in the field of agriculture and agrarian reform on a mutually advantageous basis, have agreed to conclude the present Protocol on Scien­tific and Technical Cooperation in the field of Agriculture.

FOR THIS PURPOSE, they have appointed as plenipotentiaries

the Philippines who after exchanging their full powers, found to be in good and due form,

HAVE AGREED as follows:

ARTICLE I

The scope of scientific and technical cooperation in the agricultural field would cover all branches of agriculture and particularly the following:

i. Crop production and protection

ii. Animal production and animal health

iii. Soil and water management

iv. Agrarian reform

ARTICLE II

Scientific and technical cooperation in the agricultural field between the two countries could be in the form of one or more of the following:

i. Exchange of experts for specific purposes and for specific periods.

ii. Exchange of research workers for the purposes of carrying out joint research in institutions, laboratories and stations in either country.

iii. Grant of scholarships for study in specific subjects and for periods to be agreed by both countries.

iv Provision of technical training facilities including in-service training to the nationals of either country.

v. Exchange of scientific and technical information, data and publica­tions.

vi. Exchange of breeding material such as: improved varieties of crop and/or superior breeds of animals.

vii. Exchange of supply of equipment and materials for research and/or demonstration purposes.

The terms and conditions governing the exchange of experts, research workers and scholars, trainees and other personnel and exchange of materials and equipment between the two countries should be governed by the provi­sions of existing agreements between the two countries and/or would be arrived at by mutual agreement. These terms and conditions should be sub­ject to the law and regulations in force in either country.

ARTICLE III

A Joint Advisory Committee may be set up, consisting of four officials on either side. This Committee shall meet at least once every two years, alter­nately in Manila and in Cairo. It shall review and/or formulate specific pro­grams of cooperation in the agricultural field between the two countries as specified in Article I and II.

The Chairmen of the two Committees shall maintain liaison with each other on all matters concerning the Joint Advisory Committee. The Chairman on the Philippines side shall be the Undersecretary for Agriculture, Depart­ment of Agriculture and Natural Resources, Republic of the Philippines and the Chairman on the United Arab Republic side shall be the Undersecretary of State, Ministry of Agriculture, United Arab Republic.

ARTICLE IV

Any problem which might arise in connection with the implementation of the present protocol shall be solved through diplomatic channels.

This Protocol is subject to confirmation by the two Governments and shall take effect on the date of its approval by both of them.

The Protocol shall remain valid for a period of five years and could be extended thereafter by tacit agreement from year to year until either party gives six months notice of its intention to terminate it.

CONCLUDED in Manila on March 26, 1969, in two originals in the English language, both of which being equally authentic.
