MEMORANDUM OF UNDERSTANDING ON THE ESTABLISHMENT OF A CONSULTATIVE COMMITTEE FOR POLITICAL, ECONOMIC AND CULTURAL COOPERATION BETWEEN THE DEPARTMENT OF FOREIGN AFFAIRS OF THE REPUBLIC OF THE PHILIPPINES AND THE MINISTRY OF FOREIGN AFFAIRS AND EMIGRANTS OF THE REPUBLIC OF LEBANON

The Department of Foreign Affairs of the Republic of the Philippines and the Ministry of Foreign Affairs and Emigrants of the Republic of Lebanon (hereinafter referred to as the Parties)

Desiring to strengthen the friendly relations between the two countries in the spirit of the charter of the United Nations;

Determined to make joint efforts towards world peace and security and towards understanding among people;

Aiming to further develop bilateral relations and cooperation and to expand the dialogue between both Ministries of Foreign Affairs on issues of common interest;

HAVE AGREED AS FOLLOWS:

ARTICLE 1

The Parties shall maintain mutual contacts in order to develop bilateral relations and to consult on regional and international issues of common interest.

ARTICLE 2

The Parties or their personal representatives shall hold consultations as may be necessary through the exchange of visits as well as through meetings during annual sessions of the United Nations General Assembly and other occasions.

ARTICLE 3

The details concerning the level, the date, the venue, and the schedule of visits, meetings and consultations shall be determined by a common arrangements through diplomatic channels.

ARTICLE 4

The Parties shall conduct consultations, if necessary, on important issues figuring on the agenda of international conferences in which the two countries participate.

ARTICLE 5

The diplomatic missions of the Parties to the United Nations, to other international organizations and in third countries shall widen and strengthen their cooperation and the exchange of information on various issues.

ARTICLE 6

This Memorandum of Understanding shall enter into force on the date of its signature, the Parties subsequently informing each other immediately through diplomatic note that there is no legal impediment to the effectivity of the MOU.

ARTICLE 7

This Memorandum of Understanding shall remain in full force and effect unless one Party officially notifies the other, through diplomatic channels, of the desire to suspend or terminate the same. In such a case, Memorandum of Understating shall remain valid until thirty (30) days after the date on which one Party receives an official notification from the other Party expressing the desire of the latter to suspend or terminate its validity.

Done in Beirut on 10 day of September 2004 in two copies in the English and Arabic languages. In case of divergence of interpretation, the English text shall prevail.
