The Department of Foreign Affairs of the Philippines and the Ministry of Foreign Affairs of the Syrian Arab Republic (hereinafter referred to as the parties).

DESIRING to develop their bilateral relations in all fields, strengthen international peace and security and the common values expressed in the Charter of the United Nations.

AIMING to further develop the relations and cooperation between both Ministries of Foreign Affairs on issues of common interests :

HAVE AGREED AS FOLLOWS:

ARTICLE 1

The Parties shall maintain mutual contacts in order to develop bilateral relations and to consult on regional and international issues of common interest.

ARTICLE 2

The Ministers of Foreign Affairs of the parties or their personal representatives shall hold consultations as may be necessary through the exchange of visits as well as through meetings during annual sessions of United Nations General Assembly and other occasions.

ARTICLE 3

The details concerning the level, date and venue as well as the schedule of visits, meetings and consultations shall be determined by a common arrangement through diplomatic channels.

ARTICLE 4

The Parties shall conduct consultations, If necessary, on the important issues figuring on the agenda of international conferences in which the two countries participate.

ARTICLE 5

The diplomatic missions of the parties to the United Nations, to other international organizations and in third countries shall widen and strengthen their cooperation and the exchange of information on various issues.

ARTICLE 6

The Parties shall promote the development of contacts among other governmental organizations of their countries involved in international relations.

ARTICLE 7

This Memorandum Of Understanding shall enter into force on the date of the latter written notification by the parties, through diplomatic channels, indicating that domestic requirements for its entry into force have been complied with.

ARTICLE 8

This Memorandum Of Understanding shall remain in full force and effect unless one party officially notifies the other, through diplomatic channels, of its desire to suspend or terminate the same. In such case this Memorandum Of Understanding the protocol shall remain valid until thirty (30) days after the date on which one party receives an official notification from the other party expressing the desire of the latter to suspend or terminate its validity.

Done in Damascus on 12 September 2004 in two copies in the English and Arabic languages. In case of divergence of interpretation, the English text shall prevail.
