MEMORANDUM OF UNDERSTANDING BETWEEN THE DEPARTMENT OF FOREIGN AFFAIRS OF THE REPUBLIC OF THE PHILIPPINES THROUGH THE FOREIGN SERVICE INSTITUTE AND THE MINISTRY OF FOREIGN AFFAIRS AND COOPERATION OF THE DEMOCRATIC REPUBLIC OF TIMOR-LESTE ON THE TRAINING AND DEVELOPMENT OF TIMOR-LESTE DIPLOMATS

The Department of Foreign Affairs of the Republic of the Philippines, through the Foreign Service Institute "Institute," and the Ministry of Foreign Affairs and Cooperation of the Democratic Republic of Timor-Leste "Ministry," herein after referred to as "Parties,"

CONSIDERING the desire of both Governments of the Republic of the Philippines and the Democratic Republic of Timor-Leste to deepen and broaden their bilateral relations; and

CONSCIOUS of the objective of the Foreign Service Institute and the Ministry of Foreign Affairs and Cooperation to enhance their collaboration in human resource training and development in the field of diplomacy herein set forth;

Have agreed as follows:

ARTICLE I
OBJECTIVE

The objective of this Memorandum of Understanding is to assist the Ministry of Foreign Affairs and Cooperation of Timor-Leste on the training and development of its diplomats.

ARTICLE II
OBLIGATIONS

1. The Institute commits itself:

(a) To accept the participation of diplomats from Timor-Leste in its Foreign Service Officers Cadetship Programs starting 2005;

(b) To accept the participation of diplomats from Timor-Leste in its other training programs; and

(c) To prepare and implement programs customized to the training needs of the Ministry in the field of diplomacy upon the mutual agreement of the two Parties on such a modality.

2. The Ministry commits itself to source funds for the transportation expenses, board and lodging, per diem, and other relevant expenses of the trainees under the modalities (a) and (b) of Article 2.1, as well as those for the lecturers, facilitators, trainers and other resource persons under the modality (c) of Article 2.1.

3. The Terms and Conditions of the modalities a, b and c of Article 2.1 shall be embodied in supplemental documents, which shall form an integral part of this Memorandum of Understanding.

ARTICLE III
IMPLEMENTATION

The parties shall inform each other of the coordinators they will designate to implement the provisions of this Memorandum of Understanding.

ARTICLE IV
ENTRY INTO FORCE

This Memorandum of Understanding shall enter into force on the date of its signing and shall remain in force for a period of three years renewable for a similar period following evaluation.

ARTICLE V
TERMINATION

Each of the Parties may terminate this Memorandum of Understanding through written notification addressed via diplomatic channels to the other ninety days prior to the intended date of termination.

The termination of the present Memorandum shall not affect the validity and duration of any arrangement and/or contract made under the present Memorandum until the completion of such arrangement and/or contract.

IN WITNESS WHEREOF, the undersigned, being duly authorized thereto by their respective Governments, have signed this Memorandum.
