LETTER OF INTENT ON FRIENDLY EXCHANGES AND COOPERATION BETWEEN THE OFFICE OF THE PRESS SECRETARY OF THE REPUBLIC OF THE PHILIPPINES AND THE STATE COUNCIL INFORMATION OFFICE OF THE PEOPLE'S REPUBLIC OF CHINA

The Office of the Press Secretary of the Republic of the Philippines and the State Council Information Office of the People's Republic of China, with a view to further enhancing friendly cooperation between information agencies of the two governments and to promote greater awareness and mutual understanding between the peoples o£ the two countries through the use of mass media, hereby sign the following Letter of Intent on friendly cooperation and exchanges :

I. The Office of the Press Secretary of the Government of the Republic of the Philippines and the State Council Information Office of the People's Republic of China agree to alternately send a delegation to each other's country. Delegations shall be composed of a maximum of six members.

The itinerary of the visits will be arranged at the initiative of the receiving side, taking into consideration the proposal of the visiting side. Visits will be conducted at a mutually acceptable time for a period of around seven days. Visiting delegations will be hosted by the receiving side except for the international airfare and personal expenses.

II. The two sides will endeavor to establish a mechanism for consultations as a basis for future cooperation projects in the field of mass media.

III. The two sides agree to exchange periodicals, books, electronic video and audio products and other publications that provide general information about their respective countries.

IV. The two sides will actively promote exchanges and cooperation between media organizations of the two countries and encourage wider coverage of the Philippine and Chinese political, economic, cultural news and other events in their respective mass media.

V. The two sides will encourage the conduct of seminars and workshops with the participation of mainstream media organizations of the two countries.

VI. The two sides shall set a meeting at the appropriate time to discuss the implementing mechanism of this agreement. This document shall be made part of this Letter of Intent.

Done in duplicate on this 3rd day of September 2004, Beijing, People's Republic of China in English and Chinese languages, both texts being equally authentic.
