CULTURAL EXCHANGE PROGRAMME BETWEEN THE GOVERNMENT OF THE REPUBLIC OF THE PHILIPPINES AND THE GOVERNMENT OF THE PEOPLE'S REPUBLIC OF BANGLADESH 1989-1990

The Government of the Republic of the Philippines and the Government of the People's Republic of Bangladesh (hereinafter referred to as the Contracting Parties);

Desirous of further promoting their relations in the fields of education, culture, and sports and in conformity with the Cultural Agreement signed between the two countries on 26th May, 4 1980 in Manila, the two Contracting Parties have agreed on the following programme for the period 1989-1990;

  I.  EDUCATION AND HISTORICAL STUDIES

The Contracting Parties shall encourage cooperation between their respective universities and other institutions of higher education through appropriate Governmental channels.

The Contracting Parties shall exchange scholars from each side to undertake short term lecture tours in each other's universities and institutions of higher learning, in accordance with established practices and procedures in the field of educational and cultural interactions.

The Contracting Parties will explore the possibilities of collaboration in the field of historical studies and research, particularly in the area of Islamic traditions and culture.  Details of cooperation will be worked out by mutual consent.

(i) exchange of visits of historians and conservation experts; and

(ii) exchange of data, books and other publications in the fields of history and culture.  

II. ART, CULTURE AND SPORTS

The Contracting Parties will hold exhibitions of paintings and handicrafts in each other's country for a period of two to three weeks subject to negotiation between the Presidential Commission on Culture and the Arts of the Philippines and the Ministry of Cultural Affairs, Government of the People's Republic of Bangladesh, The exhibition will be accompanied by a painter/art critic. In case of damage or loss, receiving country shall pay corresponding costs.

The Contracting Parties will exchange cultural troupes not exceeding 25 persons to perform in each other's country for a period not exceeding seven (7) days.  Details of exchanges will be worked out by mutual consent.

The Contracting Parties will exchange persons of eminence in the fields of art and culture for visits to each other's country for a period not exceeding seven (7) days, subject to negotiation.

The Contracting Parties will exchange sports teams, particularly in football, badminton, table tennis, aquatic sports, and individual athletes.  Details will be decided by mutual consultation.

III. RADIO, T.V. FILM AND PRESS

The Contracting Parties will exchange news, radio and T.V. programmes and documentary films depicting various aspects of life in their countries.  However, only films and VTR documentaries shall be exchanged on a continuous basis up to October 1990 while the exchange of news, radio and television programmes will be done on a one-time exchange basis.  The materials to be exchanged could be in Bengali, Filipino or English materials shall be accompanied by synopsis/scripts in English.

On the basis of reciprocity, the Cultural Center of the Philippines will send documentary videotapes on the Seven Arts accompanied by monographs in English.

Exchanges will be on a no-charge basis. Cost of postage and freight will be borne by the sending Party. Import duties, if any, will be borne by the recipient.

In the case of programs or documentary films, the receiving country will have telecast rights to the other country's materials guaranteed in writing.  The receiving country will also be responsible for converting materials from PAL to NTSC and vice versa,

Both Parties will extend necessary assistance, in terms of providing the venue and the issuance of invitations, in instances when their respective Embassy in each other's capital, organizes a film week featuring Filipino or Bangladesh films as the case may be.

IV. FINANCIAL PROVISIONS

Unless otherwise stipulated the Contracting Parties have agreed upon the following financial terms and conditions:

i.) The sending side will pay for the international travel expenses of the persons and items for exchange stipulated in the present Executive Programme, and the receiving aide will pay for the internal expenses such as board and lodging, travel, and medical treatment during emergency resulting from activities relating to the project.

ii.)International travel expanses comprise expenses from the country of origin to the first city of the receiving country in which the visitors depart from the country back to the country of origin.

iii.) The sending country will shoulder expenses for any retention of its delegation's period of stay in the host country beyond the period stipulated in the Executive Agreement, for whatever reason.

iv.) Consultations on expenses for scholarships exchanged between the two countries, as well as the terms and conditions for the exchange of scholars or lecturers, shall be conducted through diplomatic channels.

V. OTHERS

Further consultations on details of the items for exchanges stipulated in the present Executive Program will be conducted between the Department of Foreign Affairs for the Philippine side and the Ministry of Cultural Affairs, Government of the People's Republic of Bangladesh, for the Bangladesh side.

If it is necessary to add or omit some items during the implementation of the present Executive Program, agreement on them will be made through further consultations between the Department of Foreign Affairs for the Philippine side of the People's Republic of Bangladesh, for the Bangladesh side.

The present Executive Program will enter into force on the day of signing by the two Governments, and shall terminate on December 31, 1990.
