PROTOCOL ON POLITICAL CONSULTATIONS BETWEEN THE DEPARTMENT OF FOREIGN AFFAIRS OF THE REPUBLIC OF THE PHILIPPINES AND THE MINISTRY OF FOREIGN AFFAIRS OF UKRAINE

The Department of Foreign Affairs of the Republic of the Philippines and the Ministry of Foreign Affairs of Ukraine (hereinafter referred to as the Parties),

Guided by the principles of the sovereign equality of states;

Aspiring to further develop the friendly relations between the Republic of the Philippines and Ukraine in accordance with the principles enshrined in the provisions of the Charter of the United Nations;

Considering as important and useful consultations and exchange of opinions at different levels on matters of bilateral relations and international issues of mutual interest; and

Wishing to establish and further facilitate mutually beneficial cooperation;

Have agreed as follows:

ARTICLE I

The Parties shall establish and hold regular consultations on matters of bilateral relations and co-operation and international issues of mutual interest. The Parties shall mutually determine and agree on the dates, venue, and agenda of each round of consultations, which may be held at various levels of the Parties alternatively in Manila and Kyiv. By mutual agreement, expert working groups may be formed to consider specific or urgent matters.

ARTICLE II

The Parties shall encourage cooperation and direct contacts between members of diplomatic services. [They shall promote the organization and appropriate implementation of joint activities and programs, as may be mutually agreed upon through diplomatic channels.]

ARTICLE III

The delegations of both Parties shall, whenever possible, hold consultations on various issues of mutual interest in international organizations and fora.

ARTICLE IV

The Protocol may be amended by mutual consent of the Parties at the Request of either Party.

ARTICLE V

This Protocol shall enter into force on the date of later notification by the Parties, through diplomatic channels, indicating compliance with their respective domestic requirements for its entry into force and shall be valid for a period of five (5) years. This Protocol shall be automatically extended for successive period of five (5) years unless one Party notifies the other Party in writing of its intention to terminate this Protocol and the same shall be deemed terminated six (6) months after the date of the notice of termination.

Done in duplicate at Manila on this 14th day of July 2003 the English and Ukrainian languages, all texts being equally authentic.
