AGREEMENT BETWEEN THE PHILIPPINES AND THE WORLD HEALTH ORGANIZATION CONCERNING CONSULTANTS ON PUBLIC HEALTH NURSING AND MATERNAL HEALTH

Sir,

I have the honour to refer to the letter No. 480.091 from the Acting Secretary of Health dated 24 May 1967 requesting that the project consisting of two WHO consultants, one in public health nursing and the other in maternal and child health, for which provision is made in the WHO Programme and Budget Estimates Official Records No. 146, be implemented in 1968. I am happy to inform you that WHO is able to meet this request.

The terms of reference for the team of consultants will be:

1. to assess the development of the MCH services in the Philippines since the previous visit of a WHO short-term consultant in 1966;

2. to advise the Government on the further development of the health care of mothers and children at the central, provincial and local level.

Although the assignment of the WHO consultants will not involve the Government in any expenditure connected with international travel, or their salaries and allowances, it will have to meet the following commitments:

1. prior to the assignment of the consultants, full documentation covering the duties implicit in the terms or reference and the problems involved will be sent to the Organization;

2. the provision of office accommodation, furniture, equipment, stationery and secretarial assistance as required;

3. the provision of transportation for duty travel within the country;

4. the cost of necessary telephone, telegraph, postal communications, public information, and any other incidental expenses for the execution of the project;

5. the provision of counterparts to assist the consultants during their assignment; the names of the persons so designated to be notified to the Regional Office, so that direct communication can be established with them on technical matters related to the consultantships;

6. the consultants will also be given access to statistical and other governmental services and use of their facilities as required.

If you agree with the foregoing terms of reference, the signing of five copies of this letter will constitute an official agreement for the implementation of project within the general provisions of the Basic Agreement concluded between your Government and WHO on 28 December 1950. Three of these copies are for use of your Government, the remaining copies should be returned to this office.
