AGREEMENT BETWEEN THE PHILIPPINES AND THE WORLD HEALTH ORGANIZATION/UNITED NATIONS CHILDREN'S FUND CONCERNING ASSISTANCE TO THE GENERAL HEALTH SERVICES PROJECT IN THE PHILIPPINES

WORLD HEALTH ORGANIZATION AND UNITED NATIONS CHILDREN'S FOND

ASSISTANCE TO THE GENERAL HEALTH SERVICES PROJECT

Agreement signed at Manila 24 June, I and 25 July 1968. Entered into force 25 July 1968.

First Addendum to the Plan of Operations for Assistance to the General Health Services Project in the Philippines

The Government of the Republic of the Philippines, hereinafter referred to as "the Government," the World Health Organization, hereinafter referred to as "WHO," and the United Nations Children's Fund, hereinafter referred to as "UNICEF,"

Being desirous of obtaining mutual agreement concerning the General Health Services Project in the Philippines, particularly with reference to the purposes of the project and the responsibilities which shall be assumed by each of the parties,

Declaring that these responsibilities will be fulfilled in a spirit of friendly co-operation.

Have agreed as follows:

PART I

BASIS OF RELATIONSHIPS

The Basic Agreement concluded between the Government and WHO on 28 December 1950[1] and the Basic Agreement concluded between the Government and UNICEF on 20 November 1948[2] provide the basis for relationships between the Government and the co-operating agencies in this project and the articles of this First Addendum to the Plan of Operations are to be interpreted in the light of the respective basic agreements.

PART II

PART OF THIS ADDENDUM

This Addendum is written to record amendments agreed upon since the Plan of Operations was signed in June 1967. No progress can be recorded at this time inasmuch as the Plan of Operations refers to implementation in 1968. Because of the time element, the main purpose of this Addendum is, therefore, to provide a document to which the various annexes may be related. The Area, the Methods and the Objectives remain as stated in the Plan of Operation.

PART III

PLAN OF ACTION

Paragraph 3 of Part V, Plan of Action of the Plan of Operation, is deleted and replaced by the following:

"3. Target time schedule

"The parties will undertake, as far as possible, to carry out their respective responsibilities according to the following detailed plans of action which are attached, i.e.:

"3.1 Plan of Action for maternal and child health project in connection with the WHO/UNICEF-assisted general health services project of the Department of Health in the Philippines, attached as Annex I.

"3.2 Exchange of letters on rural water supplies, attached as Annex II.

"3.3 Eighth Addendum to the plan of operation for leprosy control activities, attached as Annex III.

"3.4 Exchange of letters on dental health services programme, attached as Annex IV.

"3.5 On tuberculosis control, Second Addendum to the Plan of Operation, attached as Annex V.

"3.6 Exchange of letters on assistance to the transport management project, attached as Annex VI.

"3.7 Other detailed plans for other activities in the context of general health service which will receive international assistance will be prepared as may be agreed by the parties.

"3.8 At a later stage, the project staff of the Public Health Demonstration Center and such other project staff as may be considered useful will upon arrangement render the needed advisory assistance."

COMMITMENTS OF WHO

The commitments are as indicated in the Plan of Operation,

PART V

COMMITMENTS OF UNICEF

The UNICEF Executive Board, at the June 1968 session, allocated the sum of US$610,000 (excluding freight charges) to provide:

for the maternal and child health activities drugs and dietary supplements, rural health unit equipment, school clinic equipment, books for provincial and city health offices, supplies and equipment for the Philippines General Hos- pital and honoraria and stipend for the training of health personnel to the amount of

for the sanitation programme water supply equipment, drilling rigs, transport, pumps, kits and stipends

for the leprosy control programme drugs, equipment, transport and training grants amounting to

for the dental health services project 50 sets of dental equip- ment, educational materials including audio-visual aids and honoraria

for tuberculosis control

for continuation of the transport management project spare parts, tires, tubes, batteries, and tools for workshops, plus stipends for training amounting to

PART VI

TRANSFER OF TITLE TO UNICEF SUPPLIES AND EQUIPMENT

With the exception of motor vehicles, for which UNICEF will issue a loan agreement, the supplies and equipment provided by UNICEF shall be transferred to the Government immediately upon arrival in the country. Transfer shall be accomplished upon delivery to UNICEF of a signed government receipt on the form provided by UNICEF.

Should any of the supplies and equipment thus transferred for any reason not be used for the purpose of this First Addendum, UNICEF may require the return of any or all such supplies and equipment remaining unused, and the Government will, when so requested, make such items freely available to UNICEF.

PART VII

COMMITMENTS OF THE GOVERNMENT

The commitments of the Government remain unchanged as stated in Part X of the master Plan of Operation,

The Government will provide all personnel, materials, supplies, equipment and local expenses necessary for the project, except as provided in Part IV and Part V of this Addendum.

The estimated costs to the Government of carrying out its commitments in this Addendum are as follows.

PART VIII

FINAL PROVISIONS

All terms and conditions of the Plan of Operation, except as amended in this Addendum, apply equally to this First Addendum.
