REVISED CRITERIA FOR THE ACCREDITATION OF HYBRID RICE SEED GROWERS/PRODUCERS

REVISED CRITERIA FOR THE ACCREDITATION OF HYBRID RICE SEED GROWERS/PRODUCERS

Pursuant to the provisions of the Implementing Rules and Regulations of Republic Act No. 7308, otherwise known as the Seed Industry Development Act of 1992 and upon approval of the National Seed Industry Council (NSIC), the following criteria for accreditation of hybrid rice seed growers/producers are hereby adopted and promulgated as a revision of A.O. No. 19, Series of 2007 to provide and sustain the adequate supply of hybrid rice seeds of desired quality.
  1. The applicant can be an individual hybrid rice seed grower/producer, cooperative/association, seed company, or government institutions engaged in seed production.

  2. The following are the requirements for accreditation:

    2.1.
    New applicant should be graduate of a 3-month Hybrid Rice Seed Production and Certification Training Course on Cytoplasmic Male Sterile (CMS) and Thermosensitive Genetic Male Sterile (TGMS) based hybrids coordinated by the Bureau of Plant Industry (BPI) with other government agencies (ATI, PhilRice and DA-RFUs).
     
    2.2.
    Applicants for the renewal of accreditation should undergo a 5-day retooling course on Hybrid Rice Seed Production and Certification at their expense.
     
    2.3.
    CMS hybrid accredited seed growers/producers who intend to engage in TGMS hybrid seed production shall undergo a 5-day TGMS training course.
     
    2.4.
    The production area must have fertile soil with sufficient irrigation and efficient drainage system, not shaded has no previous record of serious incidence of insect pests and disease.

  3. The minimum area for F1 hybrid rice seed production should be one (1) hectare. Any expansion in area within the accreditation period should be applied before sowing and subject to validation by the seed inspectors, recommended by the Regional/ Satellite NSQCS Chief and approved by the Chief of NSQCS Central Office.

  4. Upon filing of application, applicant shall pay a non-refundable accreditation fee of 1,500 Php. fo 1-10 hectares and 3,000 Php.  If production area is more than 10 hectares.

  5. The seed grower/poducer must own or have ready access to use the following minimum post-harvest processing and storage facilities/ equipment: thresher, mechanical drier, blower-cleaner, weighing scale, bag sewer, moisture tester, pallets, storage and warehouse.  The applicant should have the facilities inspected by the deputized seed inspectors before accredition.

  6. Applicant should put up signboards/ billboards prominently displayed in every seed production area not later than twenty (20) days after transplanting with the following specification and information:

    •    Dimension: 1.2m (L) x 0.9m (W)
    •    Height from the ground: 2m
    •    White background with black letterings

  7. Accreditation should be recommended by the concerned Regional Executive Director after the seed inspector has validated the requirements stated herein and concurred by the Chief, National Seed   Quality   Control   Services (NSQCS) of the respective region.

  8. For seed growers/producers having multi-location seed production areas, the corresponding deputized seed inspectors, Regional Satellite NSQCS Chiefs and Regional Executive Directors shall validate, concur and recommend the application for accreditation to the BPI Director.

  9. The Certificate of Accreditation duly approved by the Director of BPI shall be furnished to the applicant and photocopies to the Regional Executive Director and the Regional/ Satellite NSQCS Chiefs.

  10. A certificate of accreditation shall be valid for three (3) years from the date of issuance. The performance of the accredited seed growers/producers shall be evaluated before accreditation is renewed.
The implementation of this Order shall be fully coordinated with the DA Regional Field Units through the Regional Seed Coordinators, Chiefs of the National Seed Quality Control Services and the Seed Inspectors.

Non-compliance with the above requirements shall be a ground for denial of accreditation or cancellation of existing certificate of accreditation.

This Order shall take effect fifteen (15) days upon publication in the Official Gazette or in a newspaper of general circulation and shall supersede Administrative Order No. 19 Series of 2007.
