[ DOST JOINT ADMINISTRATIVE ORDER NO._____ SERIES OF 2011, August 27, 2012 ]

"EXECUTIVE ORDER 801 TITLED; "ENCOURAGING LOCAL GOVERNMENT UNITS (LGUs) TO ADOPT THE TECHNOLOGY GABAY IN THEIR AGRICULTURAL EXTENSION PROGRAMS AND THE CONCERNED GOVERNMENT AGENCIES TO PROVIDE THE REQUIRED ASSISTANCE FOR THE PURPOSE."

Pursuant to Executive Order Number 801, dated May 14, 2009, there Implementing Rules and Regulations (IRR) are issued to serve as guidance to all concerned departments, agencies, institutions or officers and stakeholders, in the implementation of EO 801.

SECTION 1. Objectives.—This IRR seeks to provide the guidelines that will facilitate the adoption of the Techno Gabay modality by the LGUs by defining the appropriate institutional arrangements, roles of concerned agencies, and its adoption mechanisms.

SEC. 2. Scope and Coverage.—All local government units where there are dominant agricultural areas, inclusive of fishery and forestry, and/or where majority of the constituents therein derive livelihood from farming activities, such as urban agriculture and agriculture-based pro-poor nutrition/ livelihood programs, are enjoined to adopt the Techno Gabay Program (TGP) on the basis of the following guidelines and mechanisms.

SEC. 3. Definition of Terms.
  1. Techno Gabay Program (TGP) a DOST-PCARRD-initiated program for developing testing, and promoting technology transfer and dissemination modalities through the networking of the Regional R & D consortia, members of the National Agriculture and Resources Research and Development Network (NARRDN); LGUs; non-government organizations; core of Farmer Scientists or Magsasaka Siyentista; and other extension service providers, whose joint efforts are expected to enhance technology utilization, adoption, and commercialization. At the LGU level, the TGP shall be utilized as a modality for extension service delivery.

  2. Farmers Information and Technology Services (FITS) or Techno Pinoy Center" one of the four modalities  under the TGP which serves as.a one-stop service facility made accessible to a large number of farmers, entrepreneurs and other clients in a given area.  It provides fast access to information and technologies in forms appropriate to the clients' needs.

  3. "Magsasaka Siyentista" (MS) a modality under the TGP which refers to an outstanding farmer recognized for his/her use of S & T-based and indigenous technologies. The MS is a vital link in technologies developed in laboratories and ultimate adoption in farmers' fields.

  4. "information Education Communication (IEC) Strategies" a modality under the TGP which involves research-and need-based communication processes aimed to hasten adoption of technologies by clients.

  5. "Information and Communications Technology (ICT)" another modality under the TGP which involves the use of a diverse set of technological tools and resources to create, store, communicate, disseminate and manage information.

  6. National Agriculture and Resources Research and Development Network (NARRDN) refers to an aggrupation of government and non-government institutions working on agriculture,  forestry and  natural resources research and development.

  7. Regional Research and Development Consortia refers to the composition of state colleges and universities  (SCUs),  government agencies, local government units and non-government institutions, among others, tasked to facilitate coordination planning, monitoring and evaluation of R & D activities and technology management   at the regional level.

  8. e-Extension service refers to the electronic delivery of extension service thru a network of institutions for the benefit of the agriculture, fisheries and natural resources sectors.

  9. e-Learning courses refers to the interactive electronic learning modules especially designed for agricultural extension workers, enterprising farmers and fisherfolks and other stakeholders.
SEC. 4. Institutional Arrangements.

This Executive Order shall be implemented by the Department of Interior and Local Government (DILG); Department of Agriculture (DA); Department of Science and Technology (DOST; and the Commission on Higher Education (CHED) through their respective agencies and/or)instrumentalities. Participation of other institutions/ organizations, either public or private, which may contribute towards the realization of the objectives of the Executive Order, is likewise enjoined.

SEC. 5. Organizational Structure—The implementation of this executive Order shall be governed and administered by the following bodies:
  1.  Steering Committee (SC)

    Consistent with Sections XII, an inter-agency Steering Committee (SC) represented by each of the abovementioned entities shall be formed to act as the program's Planning and Policy-Making Body. The SC shall provide policy direction for the implementation of EO 801 and review and approve the work and financial plan submitted by the Technical Working Committee (TWC). The SC will designate the set of officers, when necessary, upon recommendation by the TWC. The members of the Steering Committee will be imposed of the heads of agency or duly designated representatives.

  2. Technical Working  Committee (TWC)

    Consistent with Sections XII, the Technical Working Committee (TWC) representing the same entities as the SC will likewise be set up at the national and regional levels to provide technical assistance to the SC and oversee the operationalization of the program. The TWC at the national level, in consultation with its regional and local partners, will prepare the strategic plan and annual work and financial plan (WFP). The WFP will specify sources of funds for the TGP.

    The TWC at the regional level will be composed of the representatives of the Regional Offices of the CHED and DILG, the Regional Training Centers of the DA-ATI, and the Regional R&D Consortium.

    The DA-ATI Director will serve as the Chairman of the National TWC since the DA will provide the secretariat.  Likewise, the DA-ATI Regional Training Center Director will serve as the Chairman of the Regional TWC. The members of both national and regional TWCs will be composed of the Director or his duly designated representative of the said agencies.
SEC. 6. Implementation
  1. DUTIES AND  RESPONSIBILITIES OF PARTICIPATING AGENCIES

    The participating agencies, shall have the following duties and responsibilities which may be modified accordingly, subject to the approval of the Steering Committee, to suit the program's goals and objectives in relation to prevailing DA and circumstances:

    1. The Department of Interior and Local Government (DILG) shall:

      1. Enjoin the LGUs to adopt TGP through the enactment  of ordinances providing therein the corresponding logistic support to ensure TGP's sustainability;

      2. Engage the local government leagues to promote the adoption of the TGP by the LGUs;

      3. Link any information which may contribute to TGP's goals and objectives, with the other Implementing Agencies and concerned  institutions  and ensure   the   dissemination thereof for LGUs benefits; and

      4. Design a performance-based indicator system to evaluate performance productivity, and development condition of LGUs that adopted that the TGP.

    2. The Department of Agriculture-Agriculture Training Institute (DA-ATI) shall:

      1. Link their extension program (training services, IEC program technology demonstration and farmer advisory, services among others) to the extension delivery modalities under the TGP and extension programs of SUCs  LGUs  and  other extension service providers in the national government agencies and the private sectors;

      2. Provide access to a-Learning component of the e-Extension program and other relevant information systems;

      3. Complement manpower and logistic support in the conduct of trainings as and skill development of staff of the FITS centers and other extension service providers who will be involved in this joint undertaking;

      4. Provide secretariat services to the SC and TWC; and

      5. Assume  the  national-level coordination of the TGP, as well as   other   necessary functions, upon the expiration of the transitory  period  as provided for in  section  XII hereof.  The DA-ATI shall tap the existing institutional mechanisms  and  arrangements  of the TGP  at the regional, provincial and field levels.

    3. Department of Science and Technology-Philippine Council for Agriculture for Agriculture, Forestry and Natural Resources Research and Development, (DOST-PCARRD) shall:

      1. Provide the overall direction within the framework of the existing Techno Gabay Program, in coordination with its Regional Consortia, Partner member Agencies and the DA-ATI consistent with Sections V.A. and XII hereof;

      2. Conduct necessary consultations and planning activities with the TGP implementers consistent with Section XII hereof;

      3. Coordinate the conduct of training programs for the efficient and effective operation of the FITS or Techno Pinoy centers consistent with Section XII hereof;

      4. Provide technology/information through Information, Education and Communication (IEC) and ICT-based knowledge and technology packages as determined by the needs of the FITS center and concerned LGU;

      5. Link scientific community, the researchers and the agricultural experts of the National Agriculture and Resources Reseach and Development Networks (NARRDN) with the FITS centers; and

      6. Monitor and evaluate the implementation of the program using appropriate monitoring and evaluation tools and performance indicators consistent with  Section  X hereof.

    4. The Commission on Higher Education (CHED) shall:

      1. Enjoin SUCs to support the LGUs in the implementation of TGP corollary to its functions of instruction, research, and extension and production;

      2. Provide LGUs and other partners through SUCs with research-based information, needed for the TGP; and

      3. c. Provide issuances on the inclusion of Techno Gabay principles and modalities in the curricula (theses, practicum or farm practice, on the job-training (OJT), National Service and Training Program, etc.) and research and extension programs of SUCs with degree granting programs in agriculture, fishery, forestry, natural resources and environment.

  2. Other institutional arrangements

    The Implementing Agencies shall tap the assistance of other agencies/ organizations using the necessary institutional arrangements.  Participation of other non-government organizations in the implementation of the TGP in the provincial and municipal levels, other than those mentioned herein, is likewise enjoined to complement the program's goals and objectives.

    1. The Regional Research and Development Consortium shall;

      1. Collaborate with DA-ATI in the implementation of the TGP in relation to the Consortium's mandates and functions;

      2. Assist in the coordination with LGUs and other stakeholders regarding the implementation of the Techno Gabay Program at the  provincial,  city and municipal levels;

      3. Provide technical assistance in the conduct and facilitation of trainings in various areas like ICT and IEC skills development, and other related trainings for  the efficient and  effective operation of the FITS center;

      4. Collaborate with  DA-ATI  in providing guidance to LGUs in the establishment operation and maintenance of the FITS centers;

      5. Participate in the conduct of regular monitoring and evaluation activities in the implementation of TGP at the regional and filed levels.

      1.1. The Partner Member Agency (PMA)

      The PMA is a member agency of the regional R & D consortium involved in research and development and technology management that provides research-based information and technical assistance support to the LGUs. The DA-ATI may tap other allied agencies as a partner institution of the LGUs. The partner agency shall:

      1. Participate in formulating long and short  term plans for implementing the TGP at the regional and local levels;

      2. Coordinate with the Provincial Local Government Unit (PLGU) through the Provincial FITS Center on the advocacy/ promotion, implementation, monitoring and evaluation of TGP including the establishment of FITS centers and selection of Magsasaka Siyentista;

      3. Provide feedback to the Regional TWC on TGP's capability building program

      4. Prepare workplans and submit to the Regional TWC for review and consolidation of the regional works and financial plan of TGP; and

      5. Provide guidance to the concerned LGUs/FITS Center in the preparation of annual agricultural development plans

    2. Other Concerned Government Agencies

      As stipulated in the Executive Order 801, other concerned government agencies such as the Department of Environment and Natural Resources (DENR), the Department of Agrarian Reform (DAR), among others, will provide the required assistance for the purpose.   More specifically,

      2.1 The Department of Agrarian Reform (DAR) is enjoined to:

      1. Link its extension program to the extension modalities under the TGP; and

      2. Provide technical assistance in the   conduct   of  capability building  and enhancement activities for the ARC beneficiaries.


      2.2 The Department of Environment and Natural Resources (DENR) is enjoined to:

      1. Link its extension program to the TGP modalities;

      2. Provide access to information and 'technology in the environment, forestry  and natural resources sectors;

      3. Provide technical assistance in the conduct of capability enhancement activities for the TGP stakeholders.

      4. Involve the participation of the  Provincial/Municipal Environment and Natural Resources Officer (ENRO) in the TGP specifically the ENR concerns
SEC. 7. LGUs Duties and Responsibilities

The Provincial LGU which shall adopt the program shall:
  1. Adopt the TGP  in  their agricultural extension program;

  2. Advocate  and  promote  the adoption of TGP, as modality in information and technology delivery services, among component municipalities and cities in the province;

  3. Monitor implementation of TGP in the province in coordination with the DA-ATI RTC and PMAs;

  4. Provide technical and value-adding services to the FITS centers;

  5. Assist  in  the  development, production and dissemination of IEC  materials for the  FITS centers;

  6. Include either in its comprehensive development plan (CDP) or annual investment program (AP), whichever is appropriate, the necessary support system for adopting and ensuring sustainability of the TGP.
The Municipality City, on the other hand, shall:
  1. Enact municipal ordinance on the adoption of the TGP incorporating therein the needed funds;

  2. Appoint/designate the manpower needed by the center;

  3. Collaborate with all concerned agencies in the planning of technology delivery activities in line with the agriculture, fisheries, and forestry development program of the province;

  4. Provide fund support for the establishment and maintenance of the FITS center as well as the minimum resource requirements for setting up a FITS center;

  5. Assign the appropriate staff to manage the center as stipulated in Section VIII, A.8 and ensure smooth operation of its services. Other agricultural technologists shall serve as members of the pool of experts-on call depending on the needed expertise by the FITS clients; and

  6. Include in their respective comprehensive development plan (CDP) annual investment program (AIP), which ever is appropriate, the necessary support system for adopting the TGP and ensuring its sustainability.
SEC. 8. The Techno Gabay Program: Establishment and Services.—Corollary to the foregoing duties and responsibilities of the LGUs adopting the TGP, the following criteria in the establishments, nature of services and procedures are provided herein for their reference:
  1. Establishment. The FITS center shall conform to the following minimum requirements:

    1. Accessibility to clients

    2. Office space with a floor area of at least 50 sq. m

    3. Standard  FITS  billboards  in a prominent location outside the building

    4. Furniture and fixtures for display of IEC materials and exhibit of products of FITS clients and MS;  table and chairs for walk-in clients and in the conduct of trainings and other activities of the FITS center;

    5. ICT equipment including desktop computer and accessories' camera, TV  set with  DVD/CD player; photocopier; sound system, etc)

    6. Accessibility or availability of local Internet Service Provider

    7. Data/Information in agriculture, fisheries, forestry and  natural resources of the municipality

    8. Manpower complement to act as FITS Manager, Information Service Specialist (ISS) and Technology Service Specialist (TSS).  Other staff particularly the Agricultural Technologists may serve as members of the pool of experts on an on-call basis as needed by the FITS clients.

    9. Appointment of a Magsasaka Siyentista within six (6) months of FITS establishment

    10. Fund allocation for the Establishment and Maintenance and Other Operating Expenses (MOOE) to be the host agency, the FITS center being an integral unit of the agency

  2. Techno Gabay Services.

    The FITS center shall  provide the following services:

    1. Information Services

      1. Access to  IEC materials in various multi-media formats

      2. Exhibits of new technologies and products

      3. Access to global information through the DA-ATI and DOST-PCARRD websites and other websites that provide agriculture and related information

      4. Short messaging service

      5. FITS Information System

    2. Technology Services

      1. Technology training and techno fora

      2. Technical  consultancy and techno clinics

      3. Linkage with experts financial institutions, input suppliers and market

      4. Technical  assistance  for enterprise development

      5. Referral for source or provision of quality planting materials and animals stocks
SEC. 9. Magsasaka Siyentista
  1. Selection. The Magsasaka Siyentista shall be chosen based on the following criteria:

    1. Alignment of his commodity with FITS Center's priority;

    2. Willingness to share his knowledge and best practices with his co-farmers

    3. Willingness to adopt new ideas and scientific methods to improve his technologies/farm productivity;

    4. Outstanding farm production/track record

    5. Results/outcome of his/her technologies can be empirically validated

    6. Established rapport with R & D/S & T community (consortium) and local partners particularly with FITS centers and other MS

    7. Physically and mentally capable

      Specifically these criteria shall be measured in terms of the following:

      1. Credibility/Leadership (30%). The MS must be a good technology leader, can influence people on the use of his technology, a resident of good standing, and has received awards for outstanding performance as a farmer

      2. Innovativeness (20%). He/she should have initiated innovations in his farm other than traditional and indigenous farm practices and has a keen eye for agribusiness/market opportunities

      3. Productivity/profitability (20%). He/she should have production yield and net income higher than municipal average; keeps farm records and prepares farm plan and budget

      4. Socio-economic impact (20%). His/her farm enterprise generates employment and exhibits a radiation effect of the technologies adopted

      5. Accessibility (10%).  His/her farm is accessible to majority of farmers in his service area
SEC. 10. Funding.—All local governments units that will adopt the TGP shall allocate finds from their respective budget to cover the programs' physical, human, and financial requirements. Furthermore, all concerned agencies will allocate in their annual budget, matching funds consistent to their assigned responsibilities as stipulated in Section VI of this IRR.

SEC. 11.  Separability Clause.—Any portion or provision of this Implementing Rules and Regulations that may be declared by a competent court as unconstitutional shall not have the effect of nullifying other provisions herein, as long as such remaining provisions can subsist and be given effect in their entirety.

SEC. 12. Transitory Provisions.—The DOST-PCARRD and its Regional Consortia will take the lead in coordinating the implementation of the Executive Order at the national and regional levels during the first two years from the effectivity of this Executive Order. This will be referred to as the transitory period in which all-pertinent documents on the TGP including protocols, guidelines and operating procedures shall be packaged and turned over to DA-ATI. TGP stakeholders at all levels will be oriented and consulted on the TGP and its institutionalization mechanisms during the period. Strategies for sustainable adoption of TGP in the local extension delivery program of the LGUs will be crafted during the consultation and planning activities.

PCARRD shall act as Chair of the Steering Committee (SC) and DA-ATI as Co-Chair during the transitory period. After, this, the chairmanship the SC shall be transferred to DA-ATI.

The program's impact to the community, particularly those that adopted it, shall be assessed every five (5) from the implementation of the Executive Order. An External Evaluation Team to be determined by DA-ATI and approved by the SC shall be created for the purpose.

SEC. 13. Effectivity Clause.—This Executive Order Number 801 (EO 801) sets its effectivity fifteen (15) days after its publication in the Official Gazette or newspapers of general cumulation and after the EP 801 shall be filed with the National Administrative Register, UP Law Center.
