REVOCATION OF M.C. 2011-005-A ENTITLED "ACCEPTANCE OF APPLICATIONS FOR ISSUANCE OF 350 NEW CERTIFICATES OF PUBLIC CONVENIENCE TO FILL UP THE VACANT SLOTS OF TAXI UNITS CAUSED BY THE NON-EXTENSION OF EXPIRED CPCs/ABANDONED/CANCELLED CPCs AND/OR DROPPED UNITS (WITHOUT SUBSTITUTION) IN REGION VI"

REVOCATION OF M.C. 2011-005-A ENTITLED "ACCEPTANCE OF APPLICATIONS FOR ISSUANCE OF 350 NEW CERTIFICATES OF PUBLIC CONVENIENCE TO FILL UP THE VACANT SLOTS OF TAXI UNITS CAUSED BY THE NON-EXTENSION OF EXPIRED CPCs/ABANDONED/CANCELLED CPCs AND/OR DROPPED UNITS (WITHOUT SUBSTITUTION) IN REGION VI"

The Board, in order to address the diminution in the number of authorized units plying established routes, promulgated M.C. 2011-005 ordering the acceptance of new applications for the issuance of CPCs for slots vacated by the non-extension of expired CPCs and cancellation and dropping of units in the CPC, which was applicable only to PUJs, (including FILCAB) UV Express Service and PUBs (including mini bus) except PUBs with routes within and touching Metro Manila and air-conditioned taxi service;

The Board, in order to further review the implementing rules and guidelines of M.C. 2011-005 ordered its suspension fora more orderly implementation thereof. However, through inadvertence, the Board promulgated M.C. 2011-005-A, authorizing the application of M.C. 2011-005-A to vacant slots of air-conditioned taxi units within the City of Iloilo, Province of Iloilo, caused by the non-extension of expired CPCs/ Abandoned/Cancelled CPCs and/or dropped units;

In view of the foregoing, the Board hereby declares M.C. 2011-005-A as void and revokes the implementation thereof. All CPCs issued pursuant to M.C. 2011-005-A within the Island of Panay, Region VI, are hereby recalled and considered invalid. The Regional Director, LTFRB Region VI shall submit to the Board an inventory of all CPCs granted pursuant to M.C. 2011-005-A.

This Memorandum Circular shall take effect fifteen (15) days immediately following its publication in at least two (2) newspapers of general circulation. Let three (3) copies hereof be filed with the UP law Center pursuant to Presidential Memorandum Circular No. 11 dated 09 October 1992.
