BOARD OF MARINE DECK OFFICERS

IMPLEMENTATION OF THE REVISED MANAGEMENT LEVEL COURSE THE APPROVED EDUCATION AND TRAINING UNDER REGULATION II/2 OF THE STCW CONVENTION

WHEREAS, paragraph 2, Regulation II/2 of the STCW Convention provides that candidates for certification as Master Mariner and Chief Mate on ships of 500 gross tonnage or more must have completed the approved education and training and meet the standards of competence specified in section A-II/2 of the STCW Code, and adopted as the "Management Level Course".

WHEREAS, in compliance with the said requirement, the Maritime Training Council (MTC) developed an approved education and training program for candidates for certification as Master Manner and Chief Mate on ships of 500 gross tonnage or more.

WHEREAS, the Management Level Courses for the Marine Deck and Engineer Officers was issued by the MTC for implementation under Resolution No. 03, series of 2005, and was revised under MTC Resolution No. 4 dated June 9, 2011.

WHEREAS, the completion of the approved education and training under paragraph 2, Regulation II/2 of the said Convention, was required under Section 30, Article VI of Board Resolution No. 144(A) dated November 20, 2009, the Revised Implementing Rules and Regulations (IRR) of Republic Act No. 8544.

WHEREAS, the Board deems it necessary to provide for the policies and guidelines in the implementation of the Revised Management Level Course.

NOW, THEREFORE, the Board resolves, as it is hereby resolved, that:

1. ALL Master Mariners and Chief Mates shall take the Revised Management Level Course

2. Master Mariners and  Chief Mates applying for revaluation of STCW Certificates shall complete the three functions of the Revised Management Level Course.

3. A Master Mariner and a Chief Mate who have taken the old Management Level Course, Interim Courses, or  partial Management Level Course, shall take the remaining functions/modules of the Revised Management Level Course.

4 A Chief Mate applying for upgrading of License to Master Mariner shall complete the three functions of the Revised Management Level Course.

5. An Officer in Charge of a Navigational Watch who will take the Chief Mate Licensure Examination shall take the three functions of the Revised  Management Level Course.

6. An Officer-in-Charge of a Navigational Watch who will act as Master under Regulation II/3, paragraph 5, of the STCW Convention shall take the three functions of the Revised Management Level Course.

This Resolution amends Section 30, Article VI of Board Resolution No. 09-144(A), the Revised Implementing Rules and Regulations (IRR) of Republic Act No. 8544 dated November 20, 2009, and modifies Board Resolution No. 11-131 dated July 29, 2011 in so far as it-is inconsistent with this Resolution.
