PROFESSIONAL REGULATORY BOARD OF OPTOMETRY

ADMISSION OF GRADUATES WITH A 4-YEAR DEGREE OF OPTOMETRY (O.D.) TO THE 2012 BOARD LICENSURE EXAMINATION FOR OPTOMETRISTS ONLY

WHEREAS, Sec. 19 of R.A. No. 8050, known and cited as the "Revised Optometry Law of 1995", requires an applicant for the Board Licensure Examination for Optometrists (BLEO) to be a holder of a 6-year degree of Doctor of Optometry (O.D.);

WHEREAS, the Integrated Philippine Association of Optometrists, Inc. (IPAO), the accredited integrated professional organization of Optometrists, and, the Optometric Association of the Philippines, Inc. (OAP), have requested the Professional Regulatory Board of Optometry, (the Board) to give one final Board Licensure Examination for Optometrists (BLEO) to the graduates to the 4-Year Degree of Optometry under the prescribed scope and coverage of R.A. No. 1998;

WHEREAS, prior to such request, the Board and PRO had given the said BLEOs since 1998 to 2004, and in line with the DOJ Opinion No. 48, series of 2005, the BLEO's in the years 2006, 2007, 2008, and 2009, which was supposed to be the last;

WHEREAS, the Board, after a thorough appraisal of the merit and outcome of another BLEO, decided to accede to such request, as it will accord the last chance to the said graduates to pass it and be registered and licensed as optometrists; thereafter, the BLEOs shall be administered only to the 6-year O.D. holders in adherence to R.A. No. 8050;

WHEREAS, the scope and coverage of the subjects with the corresponding syllabi prescribed in R.A. No. 1998 shall be the basis for such examination as well as the current trends and technological innovations that are evolving in this dynamic profession;

NOW, THEREFORE, the Board resolves, as it is hereby resolved, to admit, for the last time, the graduates to 4-Year Degree of Optometry (O.D.) to the 2012 Board Licensure Examination for Optometrists (BLEO) only: Provided, that
  1. The examinees shall take both the Theoretical Phase and the Practical Phase of the examinations; and

  2. The examinees shall obtain the general weighted average passing grade of 75% under these weights: 70% for the Theoretical phase and 30% for the Practical phase;
This Resolution shall take effect after fifteen (15) days following its full and complete publication in the Official Gazette or any major daily newspaper of general circulation in the Philippines.

Let copies of this Resolution be furnished the UP Law Center, the IPAO, the OAP, the Council of Deans of Optometrists of the Philippines the Application, Examination, Rating, Registration Divisions, and other concerned Offices and Division of the PRC.
