AMENDING THE RATIONALIZATION PLAN OF THE CENTRAL BOARD OF ASSESSMENT APPEALS

WHEREAS, the Rationalization Plan of the Central Board of Assessment Appeals, hereinafter referred to as the CBAA, was approved on 29 June 2010, in accordance with the provisions of Executive Order (E.O.) No. 366; s 2004, and its Implementing Rules and Regulations;

WHEREAS, under said Plan, the provision of financial and administrative services to the CBAA was transferred to the Department of Finance's (DOF) Central Financial Management Office and Central Administration Office, respectively;

WHEREAS, the CBAA deemed it efficient if the financial and administrative functions and the corresponding personnel would be retained to it;

WHEREAS, its-Sub-Change Management Team resolved the adoption of the final functional and staffing shifts as deliberated and Department of Budget and Management approved the same after discussions and careful study of the matter;

NOW, THEREFORE, I, FLORENCIO B.ABAD, Secretary of the Department of Budget and Management, by authority of the Republic of the Philippines, and by the virtue of the powers vested in me by law, do hereby order the following changes in the Rationalization Plan of the CBAA;

SECTION 1. Sections 2 and 3 of the approved Rationalization Plan of the CBAA are hereby amended to read as follows:
"Section 2. Functional Shifts.-The CBAA shall continue to perform its existing substantive functions, powers and authorities as stated under its Rationalization Plan. The administrative functions shall eventually be performed by DOF Central Financial Management Office and the Central Administration Office upon retirement of the incumbents to the five (5) administrative positions earlier approved for transfer to the DOF, but herein retained in the CBAA administrative Staff on a coterminus with the incumbent (CTI) status.

"Section 3. Staffing Shifts.-The rationalized staffing pattern of the CBAA consisting of twenty-six (26) positions shall be effected. Of this number, ten (10) positions are coterminus with the incumbent and to be abolished once vacated by their present incumbent, one (1) is retained in the Office of the Board in the meantime. To be abolished once vacated to fund the Attorney V position, and one (1) is retained with the appointment to be made coterminus with the official to be observed once vacated by its present incumbent."
SEC. 2. Repealing Cause.-All existing issuances or any provision thereof. Which are inconsistent with the foregoing amended Rationalization Plan of the CBAA are hereby repealed amended or modified accordingly.

SEC. 3. Effectivity.-The amended shall take effect upon approval thereof.
