AMENDATORY GUIDELINES ON THE CESPES RATING REQUIREMENT FOR APPOINTMENT/PROMOTION IN CAREER EXECUTIVE SERVICE (CES) RANKS
WHEREAS, Presidential Decree No. 1, dated September 24, 1972, created the Career Executive Service Board (CESB) to serve as the governing body of the Career Executive Service (CES) and mandated it to promulgate rules, standards and procedures on selection, classification, compensation and career development of members of the Career Executive Service;
WHEREAS, the same law provides that members of the Career Executive Service (CES) shall be classified according to rank based on broad levels of responsibility and on personal qualifications and demonstrated competence;
WHEREAS, the Board passed CESB Resolution No. 798 s. 2009 or the "Revised Rules and Procedures on Original and Promotional Appointment to Career Executive Service (CES) Ranks" providing for a CESPES rating of at least "Very Satisfactory" as a requirement for appointment/promotion to Career Executive Service (CES) ranks;
WHEREAS, the annual evaluation of performance for the preceding year under the Career Executive Service Performance Evaluation System (CESPES) begins in January and usually completed in April of the succeeding year;
WHEREAS, the CESPES Feedback Reports or CESPES Ratings are usually released in May or June of a particular year;
WHEREAS, in order to ensure compliance with the CESPES requirement by incumbents of CES positions who are due for appointment/promotion in rank, there is a need to provide for specific guidelines on the submission of the same;
WHEREFORE, considering the above premises, the Board resolves as it is hereby resolved to allow incombents of CES positions who are due for appointment/ promotion in rank during the first semester of the year following the preceding rating period, to submit his/her previous CESPES rating issued by the CESB not earlier than two (2) years prior to the current CESPES year.
RESOLVED FURTHER, that the above consideration shall apply only to those who have completed all the requirements for appointment/promotion in rank, except for the CESPES rating.
