STANDARD CLASSIFICATION AND GUIDELINES FOR GARAGES

By virtue of the powers vested in the Board under Section 5 (k) of Executive Order No. 202, dated 19 June 1987, authorizing it "to formulate, promulgate, administer, implement, and enforce rules and regulations on land transportation public utilities, standards of measurements and/or design, and rules and regulations requiring operators of any public land transportation service to equip, install and provide in their utilities and in their stations such devices, equipment, facilities and operating procedures and techniques as may promote safety, protection, comfort and convenience to persons and property in their charges, as well as the safety of persons and property within their areas of operations," a standard classification for public transport garages is hereby promulgated for adoption and implementation of all concerned.

A "garage" as used in this Memorandum Circular shall refer to "any building or facility constructed primarily for the purpose of parking and  maintaining  public utility vehicles and which conforms with the standards set forth by the LTFRB for the operation thereof."

The classification and requirements presented below shall be the basis in determining adherence and/or compliance with LTFRB standards for garages.

For Public Utility Bus:
  1. Proof of ownership/right of possession for at least five (5) years.
  2. Total Parking Lot Area equivalent to at least thirty five (35) square meters/ unit
  3. Dispatching/Schedule of Regular Trips
  4. Maintenance Facilities
    1. Mechanics/Helpers - 1  mechanic and 1 helper for every ten (10) units
    2. Adequate repair and equipment tools.
    3. Adequate spare parts, lubricants and supply
    4. Reserve tires equivalent to one (1) tire for every two (2) units
    5. Separate rest rooms for male and female
    6. Waiting Area for Drivers and Conductors
For Other Denominations:
  1. Proof of ownership/right of possession for at least five (5) years.
  2. Total Parking Lot Area
    1. b For Taxis - fifteen (15) square meters/unit
    2. b  For AUV/PUJ  - Twenty (20) square meters/unit
    3. b For Jumbo PUJ - twenty (25) square meters/unit

  3. Maintenance  Facilities - for fleet operators (at least ten (10) units).
    1. Mechanics/Helpers - 1   mechanic and 1 helper for every ten (10) units
    2. Adequate repair and  equipment tools
    3. Adequate spare parts, lubricants and supply
    4. Reserve tires equivalent to one (1) tire for every two (2) units
    5. Separate rest rooms for male and female
    6. Waiting Area for Drivers
Concerned Regional Directors, shall conduct inspections of the garages within their jurisdiction at least once a year and submit an annual report thereon to the Board.  Garages which are found to be non-compliant shall be subjected to disciplinary sanctions and/or penalties as the Board may determine in accordance with existing rules and policies. Franchises of units which cannot be accommodated in the garage shall be CANCELLED.

This Memorandum Circular supersedes any and ail issuances inconsistent herewith and shall be effective fifteen (15) days following the filing of three (3) copies hereof with the  UP Law Center pursuant to Presidential Memorandum Circular No. 11 dated 09 October 1992.

Further, all Regional Directors are hereby directed to post a copy of this Circular in two (2) conspicuous places within their premises/offices for at least one (1) month from its effectivity.
