[ PRC RESOLUTION NO. 05, SERIES OF 2011, November 15, 2011 ]

PROMULGATION OF THE TABLES OF SPECIFICATIONS FOR THE SUBJECTS IN THE BOARD LICENSURE EXAMINATION FOR ARCHITECTS (BLEA)

WHEREAS, pursuant to Section 14, Article III of Republic Act (R.A) No. 9266, known as "The Architecture Act of 2004", the subjects of the Board Licensure Examination for Architects (BLEA) shall cover; but are not limited to, the following subjects:

(1) History and Theory of Architecture; Principles of Planning and Architectural Practice;

(2) Structural Design, Building Materials, and Architectural Specifications, and Methods of Construction and Utilities;

(3) Urban Design and Architectura Interiors; and

(4) Architectural Design and Site Planning;

WHEREAS, still pursuant to Sec. 14 of R.A. No. 9266, the Professional Regulatory Board of Architecture (the "Board"), subject to the approval of the Commission, may revise or exclude any of the subjects and their syllabi; and add new ones as the need arises to conform to technological changes brought about by continuing trends in the profession;

WHEREAS, pursuant to Sec. 14, Rule III of Board Resolution No. 07 Series of 2004, known as the "2004 Implementing Rules and Regulations of R.A. No. 9266", the BLEA shall cover, but are not limited to, the following subjects:

(1) History and Theory of Architecture; Principles of Planning and Architectural Practice;

(2) Structural Design, Building Materials, and Architectural Specifications, and Methods of Construction and Utilities;

(3) Urban  Design and Architectural Interiors and

(4) Architectural Design and Site Planning;

WHEREAS, the BLEA subjects must test the acquired stock knowledge and skillsets developed by the examinee during enrollment under the B.S. Architecture degree program and during the mandated 2-year (or equivalent 3,840-hours) apprenticeship period under Mentor-Architects, as mandated under Section 13, (c) of R.A. No. 9266;

WHEREAS, Sect. 7 (m),Art. I of Republic Act No. 9266, states, to wit:
"Section 7. Powers and Functions of the Board. - ***

(m) To adopt a program for the full computerization of the licensure examination; ****" (Emphasis ours)
WHEREAS, Sec. 7 (q), Art. Ill of RA No. 8981, cited as the "PRC Modernization Act of 2000",  empowers the  Professional Regulation Commission to carry out the full computerization of its system, including the Board Licensure Examinations for Professionals (the "BLEP");

WHEREAS, pursuant to Board Resolution No. 14, Series of 2009, denominated as "Reformatting the Architectural Design and Site Planning Subject of the Board Licensure Examination For Architects (BLEA) to Fully Comply with Sec. 7 (m) of R.A. No. 9266", and to fully comply with Sec. 7 (q) of R.A. No. 8981, the Board implemented and enforced the required shift from a manual drafting, single design (cum site planning) problem format to a non-drafting multiple design (cum site planning) problem format for the BLEA subject of Architectural Design and Site Planning (ADSP);

WHEREAS, the Board has successfully implemented the non-drafting multiple design (cum site planning) problem format for the ADSP during the November/ December 2009 Special professional Licensure Board Examinations (SPLBE), the two (2) 2010 Manila BLEAs, the 2010 SPLBE and the two (2) 2011 Manila BLEAs, that have been used for BLEA preparations by examinees since November 2009 and which has undoubtedly resulted in the consisted BLEA passing rate that exceeds the national passing rate for BLEAs; and

WHEREAS, the BLEA Tables of Specifications (the "ToS"), which are the prescription for BLEA question extraction, were refined by the Board in 2011 with the assistance of Commission Consultants for Test Construction and development and have been electronically transmitted to the Commission and the Commission on Higher Education (the "CHED") for the information and ready reference; and

WHEREAS, the Board's adoption of the ToS for use in the 2012 BLEA and thereafter is expected to result in p better quality of BLEA passers and practitioners;

NOW, THEREFORE, the Board resolves, as it is hereby resolved, to adopt and promulgate the Board Licensure Examination for Architects (BLEA) Tables of Specifications (ToS) (Annex "A").

RESOLVED, further, this Resolution shall apply in the January 2012 BLEA and subsequent schedule/s.

This Resolution shall take effect after fifteen (15) days following its full and complete publication in the Official Gazette or in a major daily newspaper of general circulation in the Philippines.

Let a copy hereof be officially furnished to the UP Law Center, the CHED for dissemination to all institutions offering the B.S. Architecture degree program, as well as the PRBoA, the IAPOA, and the concerned PRC units and functionaries.
