COMMITTEE REPORT NO. 47
Submitted by the Committee on Insular Police
on October 2, 1934.

Mr. President:

Your Committee on Insular Police—composed of Delegates Severe Cea, Julio Borbon, Bias Villamor, Jose Montaño, Marcelo Adduru, Francisco Zialcita, Victorino Salazar. Antonio Montesa, Felipe Jose, Alauya Alonto, Tranquilino Divinagracia, Pantaleon Pelayo, Pablo Lorenzo, and the undersigned—has the honor to submit the attached provisions adopted by the Committee, with the recommendation that the same be incorporated in the Constitution.

NATIONAL POLICE CORPS PROJECT

The Government shall organize and maintain a National Police Corps to preserve public order throughout the Philippines to see that the laws of the State, provincial and municipal, and all court orders, are obeyed; and to protect the lives and properties of its citizens.

1.— The State shall organize a National Police; its duties shall be determined by law.

2.— Any member of the corps may be tried by the local court with competent jurisdiction for negligence and usurpation of duty; and, in case of violation of the laws of the organized organization, any individual may be tried by a summary court martial.

3.— The State shall recognize the long service of the members of the corps, and after 30 years honorable service he shall be provided with a pension.

4.— All police forces throughout the Philippines shall be under the control of the National Police.

EXPLANATORY NOTE

The adoption of the above provisions recommended is intended to concentrate the work of the agents of the law in preserving public order and to avoid a repetition of the tragedy that occurred in the evening of December 15, 1920 and other similar happenings. It will also facilitate the efficiency and elevate the standard of the service of the agents of the law in the provinces and municipalities.

It is hereby recommended that the Constabulary Force Organization be the base of the National Police Force.
