88 OG No. 4, 387 (January 27, 1992)

[ EXECUTIVE ORDER NO. 491, November 28, 1991 ]

REQUIRING ALL GOVERNMENT AGENCIES INCLUDING GOVERNMENT-OWNED AND CONTROLLED CORPORATIONS IN METROPOLITAN MANILA TO USE PRESCRIBED PLASTIC BAGS IN DISPOSING GARBAGE AND OTHER WASTE MATERIAL



Whereas, it is the concern of our society to keep and maintain a clean and healthy environment in Metropolitan Manila;

Whereas, to attain this objective, it is desirable that all government agencies, including government-owned and controlled corporations, in Metropolitan Manila take the lead in this endeavor;

Whereas, to effect this, government agencies and government-owned and controlled corporations must ensure that garbage and other waste material are properly disposed of by using prescribed disposable plastic bags.

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by the Constitution and by law, do hereby order and direct that:

SECTION 1. All government agencies, including government-owned and controlled corporations, in Metro Manila shall clean their own surroundings and use the prescribed plastic bags in disposing their garbage and other waste material.

SECTION 2, The Metropolitan Manila Authority shall issue the implementing rules and guidelines for the effective implementation of this Executive Order.

SECTION 3. All orders, circulars, issuances, rules and regulations or parts thereof, which are inconsistent herewith, are hereby amended or modified accordingly.

SECTION 4. This Executive Order shall take effect immediately.

Done in the City of Manila, this 28th day of November, in the year of Our Lord, nineteen hundred and ninety-one.
