[ EXECUTIVE ORDER NO. 164, August 12, 1948 ]

AMENDING FURTHER EXECUTIVE ORDER NO. 79, DATED DECEMBER 17, 1945, ENTITLED “CREATING A QUEZON MEMORIAL COMMITTEE TO TAKE CHARGE OF THE NATION-WIDE CAMPAIGN TO RAISE FUNDS FOR THE ERECTION OF A NATIONAL MONUMENT IN HONOR OF THE LATE PRESIDENT MANUEL L. QUEZON”



Executive Order No. 79, dated December 17, 1945, as amended by Executive Order No. 12, dated August 19, 1946 and Executive Order No. 137, dated May 7, 1948, is hereby further amended to read as follows:

“By virtue of the power in me vested by law, I, Elpidio Quirino, President of the Philippines, do hereby create and constitute a Quezon Memorial Committee which shall be composed of the following:

“The Committee shall take charge of the nation-wide campaign to raise funds for the erection of a memorial foundation in honor of the late President Manuel L. Quezon, as well as the selection of the most suitable site on which to erect the same. The Quezon Memorial Committee is hereby authorized to appoint and organize as many sub-committees as may be necessary in the provinces, municipalities, and chartered cities, and to promulgate rules and regulations to carry out the work entrusted to it. The Committee shall meet at such times and places as may be designated by the Chairman and shall submit its report to the President from time to time.

“All funds coming into the treasury of the Quezon Memorial Committee shall be deposited with the Philippine National Bank or with any other banking institution authorized to do business in the Philippines and the necessary withdrawals therefrom shall be made only by checks duly signed by the treasurer of the Committee and countersigned by the chairman and by the auditor to be designated by the Auditor General.

“All books of account kept in connection with the campaign shall always be made available for audit by the authorized representative of the Auditor General.”

Done in the City of Manila, this 12th day of August, in the year of Our Lord, nineteen hundred and forty-eight, and of the Independence of the Republic of the Philippines, the third.
