[ EXECUTIVE ORDER NO. 187, November 22, 1948 ]

FIXING THE AMOUNT AND PROMULGATING THE REGULATIONS TO GOVERN THE GRANTING OF PER DIEMS AND TRAVELING EXPENSES ALLOWED TO GOVERNMENT OFFICIALS AND EMPLOYEES USED FOR CENSUS TAKING UNDER SECTION 85 OF REPUBLIC ACT NO. 36.



WHEREAS, section 85 of Republic Act No. 36 authorizes the President of the Philippines to determine in what cases or classes of cases the per diems and traveling expenses allowed in said Act may be granted and to fix the maximum amount thereof, which shall not be more than that allowed by existing law;

WHEREAS, in the interest of efficiency and economy, Executive Order No. 155, dated July 9, 1948, directed the use, as much as possible, of the services of the public school teachers for census enumeration and inquiry and designated the ex-officio members of the provincial and city census boards; and

WHEREAS, the government employees, including public school teachers, should be compensated for their services to the Bureau of the Census and Statistics;

NOW, THEREFORE, I, Elpidio Quirino, President of the Philippines, pursuant to the provisions of section 35 of Republic Act No. 36, do hereby promulgate the following regulations governing the per diems and traveling expenses allowed under said Act as fixed hereunder:

Classes of employees

Allowance

1. To the members of the provincial, city and municipal boards

Necessary transportation expenses only.

2. District census supervisors

Per diem of ?16 per day during the training period in Manila or ?8 when traveling on official business outside of their official stations and necessary transportation expenses.

3. Municipal census supervisors

Per diem of ?8 during the training period when the training is held outside their official stations and necessary transportation expenses.

4. Census clerks

Per diem of ?8 when traveling on official business outside of their official stations and necessary transportation expenses.

5. Employees of the Bureau of the Census and Statistics properly detailed for census work.

Per diem of ?8 when traveling on official business outside of their official stations and necessary transportation expenses.

6. Enumerators including public school teachers:

 

(a) Municipalities and municipal districts

Per diem of ?3 and necessary transportation expenses regardless of their official stations.

(b) Cities under Group I—Bacolod, Baguio, Basilan, Cebu, Davao, Iloilo, Manila, Quezon, Rizal and Zamboanga (10)

Per diem of ?5 and necessary transportation expenses regardless of their official stations.

(c) Cities under Group II—Calbayog, Cavite, Dagupan, Dumaguete, Legaspi, Lipa, Naga, Ormoc, Ozamiz, San Pablo and Tagaytay (11)

Per diem of ?3 and necessary transportation expenses regardless of their official stations.

7. Other government officials designated as Municipal Census Supervisors

 Per diem of ?3 and necessary transportation expenses regardless of their official stations.

Done in the City of Manila, this 22nd day of November, in the year of Our Lord, nineteen hundred and forty-eight, and of the Independence of the Philippines, the third.
