WHEREAS, important public works projects, such as the national roads and bridges in provinces and chartered cities, the government irrigation systems, and the river control works have been neglected during the enemy occupation or have deteriorated on account of war operations; and

WHEREAS, it is deemed urgent that repair and maintenance work on these public works projects, which are essential to the commercial, social, and economic welfare of the people, be immediately undertaken before the advent of the next rainy season.

NOW, THEREFORE, I, SERGIO OSMEÑA, President of the Philippines, by virtue of the powers vested in me by the Constitution, and Commonwealth Act No. 671, known as the Emergency Powers Law, do hereby set aside the sum of One Million One Hundred Sixty Eight Thousand Pesos or so much thereof as may be necessary out of any funds of the Government of the Commonwealth of the Philippines not otherwise appropriated, to be allotted by the Secretary of Public Works and Communications for the maintenance and repair of national roads and bridges in provinces and chartered cities, operation and maintenance of irrigation systems, maintenance and repair of river control works, under the supervision of the Director of Public Works, as follows:

1.	For the maintenance and repair of national roads and bridges, including the purchase of necessary supplies, materials and equipment	P1,000,000.0
2.	For the operation and maintenance of irrigation systems, including the purchase of necessary supplies, materials and equipment	135,000.00
3.	For the maintenance and repair of the Pampanga River Control Works, including the purchase of necessary supplies, materials and equipment	15,000.00
4.	For the maintenance and repair of the Agno River Control Works, including the purchase of necessary supplies, materials and equipment         Total	18,000.00    P1, 168, 000.00
