WHEREAS, by virtue of the provisions of Commonwealth Act Numbered Five, a Government Survey Board has been created for the purpose of recommending to the President needed reforms in the present organization of the Government;

WHEREAS, the said Government Survey Board has recommended the transfer of the functions and duties heretofore performed by the Radio Regulation Division, Bureau of Posts, pertaining to the collection of radio registration fees, to the Bureau of Internal Revenue, Department of Finance;

Now, therefore, by virtue of the powers vested in me by the Constitution and existing laws and in pursuance of the provisions of Commonwealth Act Number Five, it is hereby directed that—

1. The functions and duties pertaining to the collection of radio registration fees heretofore performed by the Bureau of Posts, Department of Public Works and Communications, under the provisions of Act Numbered Three thousand nine hundred and ninety-seven, shall be performed by the Bureau of Internal Revenue, Department of Finance.
   
   
2. The personnel, books, records, equipment, and other property of the Radio Regulation Division of the Bureau of Posts, pertaining to the collection of radio registration fees, shall be transferred to the Bureau of Internal Revenue, Department of Finance.
   
   
3. The salaries together with the cost of office forms, supplies, and postage necessary for the maintenance of the radio registration and collection service shall be provided for by the Radio Broadcasting Committee from the Radio Broadcasting Fund but the total of such expenses shall not exceed 15 per cent of the total annual collections. The expenses for per diems and other administrative purposes shall be limited to five per cent of the collections from year to year.
   
   
4. The Radio Broadcasting Committee shall not have more than seven members, including the chairman.
   
   
5. The Radio Broadcasting Committee shall prepare a comprehensive program, for dissemination through the broadcasting stations, of Government news of interest to the public, designating the day and hour for broadcasting such news by the different bureaus and offices of the Government.
   
   
6. In the purchase of radio receivers for the Radio Broadcasting Fund, to be donated to municipalities and municipal districts as provided by law (subsection [a] of section seven of Act Numbered Three thousand nine hundred and ninety-seven), first consideration should be given to those which are isolated and with limited resources.
   
   
7. A general policy of strict economy shall be adopted by the Radio Broadcasting Committee and any savings realized from year to year shall be set aside as a permanent fund for the establishment of Government radio broadcasting stations in the Islands.
