[ EXECUTIVE ORDER NO. 32, July 12, 2017 ]

INCLUSION OF THE DEPARTMENT OF TRANSPORTATION AND THE DEPARTMENT OF INFORMATION AND COMMUNICATIONS TECHNOLOGY AS MEMBERS OF THE NATIONAL DISASTER RISK REDUCTION AND MANAGEMENT COUNCIL



WHEREAS, Republic Act (RA) No. 10121 created the national Disaster Risk Reduction and Management Council (NDRRMC), which is mandated to develop a framework that shall provide a comprehensive, all-hazards, multi-sectoral, inter-agency and community-based approach to disaster risk reduction and management;

WHEREAS, in light of such mandate, the then Department of Transportation and Communications (DOTC) was designated as one of the members of the NDRRMC;

WHEREAS, RA No. 10844 created the Department of Information and Communications Technology (DICT) and renamed the DOTC as the Department of Transportation (DOTr);

WHEREAS, the DOTr is responsible for the maintenance and expansion of viable, efficient and dependable transportation systems during rescue and relief operations;

WHEREAS, the DICT is responsible for the planning, development and promotion of the country's information and communications agenda in support of national development, and is indispensable in cascading timely, accurate and reliable information in times of emergency and disaster;

WHEREAS, both the DOTr and the DICT play important roles in providing life preservation systems based on acceptable standards, during or immediately after a disaster;

NOW, THEREFORE, I, RODRIGO ROA DUTERTE, President of the Philippines, by virtue of the powers vested in me by the Constitution and existing laws, do hereby order:

SECTION 1. NDRRMC Composition. The DICT and the DOTr are hereby included as members of the NDRRMC.

SECTION 2. Funding Requirements. Funding requirements for the implementation of this Order shall be included in the respective budgets of the DICT and the DOTr.

SECTION 3. Repeal. All orders, rules and regulations, issuances or any part thereof inconsistent with the provisions of this Executive Order are hereby repealed, amended or modified accordingly.

SECTION 4. Separability.
If any section or part of this Order is held unconstitutional or invalid, the other sections or provisions not otherwise affected shall remain in full force and effect.

SECTION 5. Effectivity. This Executive Order shall take effect immediately.
