[ EXECUTIVE ORDER NO. 164, September 24, 1938 ]

TEMPORARILY CLOSING THE PORT OF CEBU AS A PORT OF ENTRY TO IMMIGRANTS COMING TO THE PHILIPPINES



It having been reported to me by the Secretary of Labor that the number of immigrants entering the port of Cebu far exceeds the facilities existing therein for the adequate accommodation of detained immigrants and the proper administration of immigration laws, I, Manuel L. Quezon, President of the Philippines, upon recommendation of the Secretary of Labor and by virtue of the powers vested in me by law, do hereby order that the port of Cebu be closed as a port of entry to immigrants coming to the Philippines, effective on November one, nineteen hundred and thirty-eight, and until such time as proper facilities for the above-mentioned purposes can be provided therein.

Done at the City of Manila, this twenty-fourth day of September, in the year of Our Lord, nineteen hundred and thirty-eight, and of the Commonwealth of the Philippines, the third.
