[ EXECUTIVE ORDER NO. 524, August 12, 1952 ]

REQUIRING ALL DEPARTMENTS, BUREAUS,OFFICES, AGENCIES, INSTRUMENTALITIES AND POLITICAL SUBDIVISION OF THE GOVERNMENT, INCLUDING THE CORPORATIONS OWNED AND CONTROLLED BY THE GOVERNMENT, THE ARMED FORCES, GOVERNMENT HOSPITALS, AND PUBLIC EDUCATIONAL INSTITUTIONS TO BUY FROM THE TEXTILE MILLS OF THE NATIONAL DEVELOPMENT COMPANY, WHENEVER AVAILABLE, ALL THEIR REQUISITIONS FOR CLOTHING MATERTIALS



WHEREAS, it is the policy of the Government to patronize goods manufactured in the Philippines in order to help in the advancement of local industries and in the conservation of its dollar reserves; and

WHEREAS, the Textile Mills of the National Development Company manufacture clothing materials, such as khaki, denims, herringbone twills, blankets, towels, drills, sheetings and absorbent gauze, which are generally considered as satisfactory for the use of the members of the Armed Forces, hospitals and public educational institutions in all provinces, cities and municipalities

NOW, THEREFORE, I, ELPIDIO QUIRINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby order:
  1. All requisitions for clothing materials needed by all Departments, bureaus, offices, agenizes, instrumentalities and political subdivisions of Government, including the corporations owned and controlled by the Government, the Armed Forces, Governments hospitals, and public educational institutions shall be forwarded to the Textile Mills of the National Development Company for the purpose of filling such requisitions, whenever available, from the stocks of the mills.

  2. The National Development Company, in the case of government-owned or controlled corporations, shall furnish the Bureau of Supply with swatch samples of National Development Company clothing materials together with all specifications of quality and quantity thereof as are available every quarter of the year.

  3. Unjustifiable specifications of quality of the textiles required made in said requisitions shall be considered as a circumvention of the provisions of this Order and shall be disregarded.

  4. For the implementation of this Order, the Office of Economic Coordination, upon recommendation of the National Development Company, is hereby empowered to promulgate such supplementary rules and regulations as may be deemed necessary for the purpose.
Done in the City of Manila, this 12th day of August, in the year of Our Lord, nineteen hundred and fifty-two, and of the Independence of the Philippines, the seventh.
